Heard General Administrative Functions, Part I.
Call to Order
Pioneer Community Energy Audit & Finance Committee met in open session at 3:02 PM on March 3, 2022. Pursuant to Government Code section 54953(e) and other applicable provisions of the Brown Act, the meeting was conducted via live streamed teleconference accessed and viewed at the follow ing web link: https: //us06web.zoom. us/i/84515543683 .
In order to protect public health and the safety of our Placer County and El Dorado County citizens, the Public Comment for the Pioneer Audit & Finance Committee Meeting will be offered through the Zoom platform. Public access to The Pioneer Audit & Finance Committee Meeting will be entirely by remote audio/visual participation. Therefore, the meeting will be closed to in-person public participation.
Citizens who wish to comment should be prepared to use the Zoom platform via computer or telephone. Public Comment will be opened for each agenda item in sequence, so be prepared to call in for the specific item you wish to comment on when the Committee Chair announces the item. Calls will not be connected if Public Comment has been closed for that item, and callers will be directed to call back if they are calling for a later agenda item.

Received presentation of the Informational Technology Audit Report from Hutchinson and Bloodgood, LLP; and requested that the presentation be provided to the Board at a future meeting.
The Committee commended Pioneer Informational Technology staff for moving Pioneer's rating to the top ten percent of utilities.
Entry No. 4
Received from Michael Berwanger with PFM, Pioneer's prepayment financial advisor, an overview of Energy Prepayment Transactions which for certain energy power purchase agreements could allow Pioneer to use its tax exempt status to realize a discount for a portion of Pioneer's energy supply; and directed staff to move forward with a Request for Proposal for energy prepayment banking services and to further explore the prepayment possibilities.

Received an update on rates effective as of March 1, 2022; and directed staff to provide the rates update to the Board along with a comparison of Pioneer and PG&E generation rates.

Received an update on Fiscal Year 2021-22 Mid-Year Budget; and recommended that the Board approve the FY 2021-22 Mid-Year Budget adjustments.
