The California Public Utilities Commission (CPUC) established the Bioenergy Market Adjusting Tariff (BioMAT) for the purpose of diversifying California's renewable energy portfolio while addressing critical environmental challenges through procurement of 250 megawatts of renewable energy from small-scale bioenergy projects. In 2021, through efforts led by Pioneer, Assembly Bill 843 passed allowing for CCAs to participate in BioMAT.
Before Assembly Bill 843 was passed, less than thirty percent of Category 3 resources were utilized, and less than a third of overall available capacity. Prior to the BioMAT program expiration in December 2025, Pioneer secured six BioMAT projects in Butte, Calaveras, Mariposa, Nevada, Pluma, and Yuba counties for which Power Purchase Agreements have been executed.
