Re: Support for Update to the Energy Proposal Evaluation Criteria, Agenda Item 14, November 16, 2023 Board of Directors Meeting
Dear Chairman LaCava and Members of the Board:
On behalf of Cleantech San Diego, please accept this letter of support for San Diego Community Power (SDCP) staff’s proposal to update certain criteria for the evaluation of long-term, wholesale contracts for the purchase of renewable energy and capacity.
Cleantech San Diego is a member-based business organization that positions the greater San Diego region as a global leader in the cleantech economy. Our members include more than 120 businesses, universities, governments, and nonprofits committed to advancing sustainable solutions for the benefit of the economy, the environment, and all members of the community.
Over the past few years, Cleantech San Diego has convened a group of experienced energy developers monthly to discuss local community choice energy (CCE) programs and, specifically, items related to the development of local renewable energy resources. The committee also serves as a sounding board and source of technical, market-based expertise to local load serving entities. SDCP staff frequently joins these meetings.
Cleantech San Diego has reviewed the proposed updates to SDCP’s project evaluation criteria and finds the updates to be reasonable and logical. The changes put additional focus on deliverability status, reflecting the current transmission scarcity issues the market is facing. The changes also prioritize the development of community benefit funds, which has become an industry standard that our members strive to meet. These proposals will help SDCP select the most viable and beneficial projects for our region.
Cleantech San Diego looks forward to future collaboration on local energy procurement policies and opportunities.
