RECOMMENDATION
Receive an update on SVCE’s current policy state and plans to evaluate and maintain policies.
BACKGROUND
At the November 30, 2023 Finance and Administration Committee, staff recommended amendments to the existing Purchasing Card Policy. During discussion, regular policy maintenance and review was discussed to ensure ongoing necessary updates for operational effectiveness and compliance. Staff committed to returning to the Finance Committee with an update, which will be presented at the February 26, 2024 meeting.
ANALYSIS & DISCUSSION
As a result of the feedback received from the November 2023 Finance and Administration Committee meeting, staff performed an inventory of all SVCE policies and have started identifying policies that will likely need to be amended, retired, or repurposed internally. Policies will be reviewed annually going forward.
During this review process, staff has defined the three categories with which existing policies might fall:
• Policy: Board approved, publicly transparent specifications by which the agency manages its affairs. • Standard: Administrative instructions, business continuity documentation, or frameworks created to manage agency operational needs.
• Procedure: Detailed descriptions of operational processes necessary to implement policy or standard.
Staff will use the above criteria when proposing changes to these policies, which will be brought to the Board of Directors for approval.
STRATEGIC PLAN
This policy review project falls under Strategic Plan Goal 24, measure 2: “Goal 24 - Maintain an enjoyable and rewarding workplace to be an employer of choice, Measure 2 Regularly review organizational policies and procedures and update as needed”
ALTERNATIVE
Not applicable.
FISCAL IMPACT
No fiscal impact as a result of reviewing and amending SVCE’s current policies.
