The proposed General Fund budget is balanced primarily with the infusion of American Rescue Plan Act f unds in the amount of $1,130,779 . General Fund revenues were impacted by the pandem ic. T he American Res cue Plan Act provides needed fiscal relief for recipients that have experienced revenue loss due to the onset of the Covid- 19 public health emergency. The proposed budget retains a General Fund reserve level of approximately 25.6% ($6,955,307).

2 Although the revenue projections for the next sev eral years is positive and shows a growing local econo my, preparing for the next recession is always very important. A healthy general fund reserve balan ce c oupled with service level reductions an d employee conce ssions all owed the City to survive the Great Recession. From 2008 through 2017, over $5,000,000 of reserves was used to keep the City functioning.
Without these reserves, service level reducti ons would have been far more severe, especially in the Public Safety Departments.
With the increased revenues, it is imperative and fiscally responsible to plan for long term sustainability while maintaining the highest level of service we can afford.
