Resolution No. 2024-X XX, Declaring Certain Property within the City’s Possession as Surplus or Unclaimed and Ordering its Sale, Acquisitions, or Distribution for Common Benefit of the City RECOMMENDED COUNCIL ACTION:

Staff recommends the City Council adopt a resolution declaring certain City property to be surplus property and unclaimed property and ordering its sale and distribution for the common benefit of the City. Staff is recommending the City Council to surplus the furniture.

I. BACKGROUND:

In May of 2009 Ceres Community Center open its doors. The Furniture and equipment have been has taken its ware and tear for 15 years. This created a surplus of furniture and equipment that is unsafe and unusable to the City, all of which is listed in Attachment B.

II. REASONS FOR RECOMMENDATION:

Per City Council Resolution 2010 -84, which adopted the City’s Purchasing Policy states “the Purchasing Officer (City Manager) is responsible for the management of surplus City property.” Staff is requesting this property be declared surplus property so it can be sold. This is the most cost effective and beneficial option for both the City and the residents of ceres.

III. FISCAL IMPACTS:

The sale of this surplus furniture would create proceeds that would be depos ited in the General Funds of the City of Ceres for the common ben efit of the residents. The City would also be relieved of the cost to store and maintain the property while it is unused and unclaimed.

Resolution No. 2024 -XXX, Authorizing Acceptance of the U.S.

Department of Justice Program, Bureau of Justice Assistance 2023 Edward Byrne Memorial Justice Assistance Grant (JAG) Allocation and Approving a 2023-2024 Budget Amendment to Appropriate the Funds
RECOMMENDED COUNCIL ACTION:

Staff recommends the City Council authorize the acceptance of the U.S. Department of Justice Program, Bureau of Justice Assistance 2023 Edward Byrne Memorial Justice Assistance Grant (JAG) allocation and approve a 2023-24 budget amendment to appropriate the funds.

I. BACKGROUND:

The Police Department applied for the Bureau of Justice Assistance 2023 Edward Byrne Memorial Justice Assistance Grant (JAG) to provide one year of funding for Critical Response Team training that was reduced or eliminated from the current budget.

II. REASONS FOR RECOMMENDATION:

To ensure that our Negotiators and SWAT team members remain fully trained and updated on new issues, procedures and techniques; and in order to continue training our personnel on new requirements, it is imperative that personnel attend the CATO (California Association of Tactical Officers) and CAHN (California Association of Hostage Negotiators) trainings.

These trainings are not budgeted in the General Fund due to budgetary constraints.

However, the Justice Assistance Grant provides the needed funding to send our Critical Response Teams to both of these trainings.

ITEM 7
III. FISCAL IMPACTS:

The total cost of these trainings is estimated to be $1 8,000.00. The grant allocation is $17,262.00. The difference of $ 738.00 will be absorbed by 26210.025800, with no adverse impact.

A budget amendment is required to appropriate the grant funds. See Attachment B.

IV. EXISTING POLICY / RELATIONSHIP TO THE STRATEGIC PLAN:

N/A
V. POLICY ALTERNATIVES:

Council could choose to not accept the awarded funds. This would result in the cancellation of the CATO and CAHN trainings or in cancelling other needed trainings to accommodate the CATO and CAHN trainings. Cancellation of CATO, CAHN or other department trainings would result in a negative impact to the Police Department.

Resolution No. 2024-X XX, Approving the Addition of One (1) Human Resources Technician to the Human
Resources Department
RECOMMENDED COUNCIL ACTION:

Staff recommends council approve the addition of one (1) Human Resources Technician to the Human Resources Department.

I. BACKGROUND:

The City is experiencing difficulty in retaining skilled and qualified candidates. Staff in the Human Resources Department are increasingly challenged with meeting the demands of the sudden influx in recruitments. The department managed this huge increase in workload with 3.5 FTE since July 2023. However, the landscape has changed substantially over the last nine months. The police department has seen a large turnover in dispatchers and police officers. In addition, the Public Works Department is also experiencing significant turnover, therefore, ramping up their recruitment efforts due to attrition. The Human Resource s Department hired a part -time extra-help employee to ensure we could manage our recruitment efforts, however the individual left to seek full - time employment. This has left a significant strain on the remaining staff who are struggling to balance their day-to-day duties and responsibilities.

In an effort to provide a broad overview on how the work environment has been impacted, staff reviewed the average number of recruitments the City has historically conducted .

We discovered th e average number of recruitments is twelve recruitments per year.

Currently, the Human Resource Department is averaging twenty-four recruitments per month. This has overwhelmed the department , and forced the department to focus entirely on recruitments, which is substantially impacting their ability to focus on the broad range of duties and responsibilities . This shift is significantly impacting our employees and creates liability to the City as most functions are required by federal and state law.

ITEM 8
II. REASONS FOR RECOMMENDATION:

The City is actively recruiting to fill twenty -five full-time and fifteen part-time positions for our recreation department for our summer programs.

On average it takes 30.25 work hours per employee to actively recruit, hire, and enter all the information into the various software programs for benefits, wages, etc. The cost to the City is approximately $2,002.00 per hire. In 2023, the Human Resource department utilized over 2,238 hours to hire personnel. This equates to 1.2 full -time positions . In addition, the City has processed 60 terminations in 2023. A termination takes approximately 5 hours on average to process. That is roughly 300 work hours to process the end of employment paperwork. In summary, the total time spent onboarding and processing end of employments alone is almost 1.4 full time positions.

Staff looked at other surrounding agencies and their comparative Human Resource Department staffing levels. The following is the results of the inquiry:

Population Full-Time
Employees
Part-Time
Employees
Total
Employees
Average
Monthly
Recruitments
Lodi 67,021 5 1 6 9
Manteca 85,792 7 0 7 6
Turlock 72,682 8 2 10 5
Staff is looking to expand the Human Resource Department by one full time position to help accommodate the recruitment flood that we currently have. Additionally, this person would also assist in the other previously stated functions that are lacking in the department.

The substantial increase in workload has impacted the Human Resources Department’s ability to update the personnel rules, provide leadership training, seek cost recovery, establish new policies and procedures required by law in 2024, and the broad range of day-to-day duties and responsibilities required by federal and state laws. The addition of one full -time Human Resources Technician will enable the Human Resources Department to manage the increased workload.

III. FISCAL IMPACTS:

The Human Resources Technician will be designated Confidential and assigned to J51 of the City’s Classification Plan. The salary range for this position is $50,352 to $61,188 annually. A total of $108,276 is needed for salary and benefits. The position will be funded by a combination of Water Service, Sewer, and General funds next fiscal year.

A total of $27,069 is need for salary and benefits for the remainder of the 2023-2024 fiscal year. The cost of the position is not budgeted in the Human Resources budget for FY 2023-2024. Staff are recommending an increase of $26,000 in appropriates to the Human Resources budget as outlined in the budget amendment.

ITEM 8

IV. EXISTING POLICY / RELATIONSHIP TO THE STRATEGIC PLAN:

The addition of a Human Resources Technician to the City’s Human Resources Department will ensure the on-going training needed to provide better customer service.

This person will allow the HR department to provide quality services to meet community needs, assuring that the City has helpful, well trained, properly equipped and sufficient staff who partners with other public agencies to provide efficient services.
