DECLARING MARCH 2024 AS
WOMEN’S HISTORY MONTH

WHEREAS, women have played a critical role in shaping the economic, cultural, and social fabric of our society through their participation in the labor force, working both inside and outside the home, in leadership positions, and through creative inspiration; and

WHEREAS, National Women's History Month provides an opportunity for schools and communities to increase the knowledge held by our children and our community of women's roles in history and their contributions to the development of this nation; and

WHEREAS, the story of American women is the story of women of all ages, races and cultural backgrounds who led campaigns for equality and civil rights, advanced professional and educational opportunities, founded entirely new enterprises, and contributed significantly to the arts, sciences and humanistic causes; and

WHEREAS, women from every background have long realized that an uneven playing field will never bring equality or justice and, as members of families, civic and community groups, businesses and legislative bodies, women are in the forefront of reevaluating the status quo; and

WHEREAS, the 2024 theme for National Women's History Month is “Women Who Advocate for Equity, Diversity and Inclusion,” which directly recognizes the women throughout the country who understand that, for a positive future, we need to eliminate bias and discrimination entirely from our lives and institutions.

NOW THEREFORE, I, Javier Lopez, Mayor of the City of Ceres, on behalf of the City Council, Vice Mayor Bret Silveira, C ouncilmembers James Cas ey, Rosalinda L. Vierra, and Daniel A. Martinez , in recognition of the significant role played by women, whose courage and vision inspire hope and possibility for today’s women to make tomorrow’s history, thereby proclaim the month of March 2024 as National Women’s History Month in the City of Ceres.

The usage for January 2024 looks significantly less than this month, however this is due to February being the first month we are including surface water usage in our water reduction graph data. SUBJECT:

Resolution No. 2024-XXX, Approving the Use of American Rescue Plan Act Funds to Complete the Customization of the Ceres Police Crisis Negotiator Van
RECOMMENDED COUNCIL ACTION:

Staff recommends the City Council authorize the City Manager to approve the completion of the Crisis Negotiator Van.

I. BACKG ROUND:

The Crisis Negotiation Team is comprised of nine (9) negotiators who are highly trained in verbal conflict resolution during critical incidents. This team uses specialized equipment to negotiate with people in times of crisis. The team responds to numerous calls per year, including every SWAT call.

On April 11, 2022, the City Council approved the use of ARPA funds for various projects at the Police Department. One of those projects was $125,000.00 to be used for the purchase of a van for the Crisis Negotiation Team and the customization of the interior of the van.

The 2023 Ford Van for CNT was purchased in March 2023 for $72,374.46, leaving a balance of $52,625.54 for the customization of the van. During the past several months staff has been working to obtain the required three (3) quotes needed for Council approval for the customization of the interior of the van.

Companies that are capable of this type of customization are not plentiful. However, there are four such companies in Northern California. They have all been contacted with the following results:

ITEM 6

Nor Cal EVI, S an Jose, CA
Staff reached out to Kyle at Norcal EVI in December 2023. He was c alled again in February 2024. Kyle informed Staff that his company was so far behind with other orders that they would not have time to work up a bid for our customization needs.

Staff requested that he send an email stating this and he agreed to do so. H owever, no email was every received and he never contacted us again.

Emergency Vehicle Outfitting Company, R
edding, CA
Staff contacted EVOC in January 2024 requesting a bid. Staff was told by the owner that they would provide us with a quote. H owever, no one has called back. Staff has made several attempts to contact the owner over the past two months, but no one will answer the phone.

Emergency Vehicle Outfitters, Elk Grove, CA

Staff has used this company in the past. However, they are now out of business.

BWE Sales 209, C
eres, CA
BWE Sales 209 is the only company that responded to our request for a quote.

There are no other companies in the Northern California area. Staff would need to look in Southern California or out -of-state to obtain the needed quotes. As such, we consider BWE Sales 209 to be a Sole Source provider.

II. RE
ASONS FOR RECOMMENDATION:

The current CNT Van is a strip ped-down version of the vehicle and does not have any interior amenities in the back . The custom interior needed will include desk space , shelving, and white boards to accurately track any major critical incident.

The interior will also house the monitors for the drones , and computer equipment to connect with the Ceres P olice CAD/RMS system. In addition, i t will be built to allow for expanded capabilities in the future, such as housing a complete phone system giving it the ability to operate as an independent command post.

In addition to being the only company that provided us a quote, there are several other reasons why Staff recommends we move forward with using BWE Sales 209:

1. They have successfully built several similar vehicles for the Stanislaus County Sheriff's Department.

2. They have the knowledge, skills and ability to complete the interior buil d to our specifications.

3. They are in the City of Ceres making transport of the van to and from the shop convenient. This also allows Staff the capability of personally tracking the progress of the customization.

4. Their quote came in under the remaining ARPA fund amount of $52,625.54 for this project.

BW
E Sales 209 is the only Northern California business to respond to Staff’s request for a bid for the customization of the CNT Negotiator van.

In or
der to obtain additional quotes, Staff will have to look to Southern California businesses or out- of-state businesses which would make the completion of the project difficult and costly.

BW
E Sales 209 is a business located in Ceres who can provide the needed customization to the CNT Negotiator van. As such, I consider BWE Sales 209 to be a Sole Source provider.

CITY OF CERES
2220 Magnolia Street
Ceres, CA 95307

March 25, 2024

The Honorable Pete Buttigieg, Secretary
U.S. Department of Transportation
1200 New Jersey Avenue, SE
Washington, DC 20590

RE: Letter of Support – FY2024 5339(b) Buses and Bus Facilities Competitive Program for the Stanislaus Regional Transit Authority

Dear Secretary Buttigieg:

The City of Ceres strongly supports the Stanislaus Regional Transit Authority (StanRTA) application for federal discretionary grant funding for the Stanislaus Transportation Center (STC) project located in Modesto, California. The project includes the construction of a maintenance and operations facility to meet the growing demands of the regional public transportation system and deploy zero emission bus fueling infrastructure. The new facility will provide an efficient and modern transportation center in Stanislaus County.

StanRTA is currently leasing a facility for its bus maintenance . The facility is undersized as it was orig inally designed for a smaller fleet of about 90 vehicles . StanRTA currently operates over 130 vehicles. There is no opportunity for fleet expansion within the current property area due to the site constraints on all sides of the facility. In addition, the current facility lacks the capacity to support the necessary infrastructure to transition to zero-emission buses. Additional space is required to accommodate the infrastructure needed for hydrogen fuel cell buses.

The new facility will have t he capacity to build its first Bus Rapid Transit (BRT) corridor featuring zero- emission buses. The BRT system will be an effective and affordable solution to address the growing demand for public transit and traffic congestion in Stanislaus County. The BRT route will connect key points of interest and provide fast, reliable, and comfortable transportation for commuters.

The STC will provide a modern and efficient facility to support the operations and maintenance of the bus fleet, ensuring that vehicles are in excellent condition and ready

to provide reliable service to the community. It will feature state -of-the-art equipment and technology to support the maintenance and repair of buses, including multiple vehicle maintenance bays, parts storage, wash bays, and fueling stations.

Stanislaus County will benefit from the construction of the new facility and the accompanying additional service and zero emission buses . The facility will allow for more efficient maintenance and servicing of buses, contributing to increased reliability of transit services. Moreover, t he STC will allow StanRTA to expand its bus fleet without capacity constraints as it will be planned to accommodate enough vehicles for 50 years .

The establishment of the STC will improve bus frequency and connectivity, including the development of a BRT , which will enhance schedule coordination and facilitate smoother transfers between different bus routes. These enhancements will make transit a more appealing and competitive option for customers in Stanislaus County.

The City of Ceres fully supports the Stanislaus Regional Transit Authority‘s pursuit of FTA funding for this project. The project will support the region’s efforts to invest in transit facilities. This project will persist in its commitment to serving disadvantaged communities by reducing transportation disparities and providing increased access to opportunities for communities that have historically been underserved by traditional transportation options.

Sincerely,

Javier Lopez, Mayor
City of Ceres
