COUNCIL AGENDA REPORT
CITY COUNCIL
Javier Lopez, Mayor
James Casey, Dist.1
Rosalinda L. Vierra, Dist. 2
Cerina Otero, Dist. 3
Daniel A. Martinez, Dist. 4
MEETING DATE: July 28, 2025
TO: Mayor and City Council
FROM: Douglas D. Dunford, City Manager
CONTACT: Doug Dunford, City Manager
[email protected], (209) 538-5751
SUBJECT: Council to Discuss the Options for Developing a New Strategic Plan for the City
RECOMMENDED COUNCIL ACTION:
Staff recommends Council discuss the options available regarding the development of a strategic plan for the City of Ceres.
I. BACKGROUND:
On March 10, 2025, Council directed staff to look into the possibility of working on a new strategic plan. The current Strategic Plan was developed in 2007 with a revision in 2008.
Another revision was completed in 2018 and then the most current draft of the St rategic Plan is dated March 23, 2020, Resolution 2020-24. The update was for two (2) years. A new plan was to be developed in 2021.
Staff is recommending that Council consider updating the Strategic Plan since it has been over 17 years since the original document was conceived . The update to the document would likely bring the updated information and the needs of the City into a clearer focus.
Staff reached out to various other cities to determine the cost incurred in creating a new Strategic Plan.
II. REASONS FOR RECOMMENDATION:
The original Ceres Strategic Plan was developed in 2007 just prior to a large recession that changed the direction of a number of cities. The next update was in 2018 and Ceres was in a transition phase because this was just before the gateway project took hold as an idea. It has now been five (5) years since the last update and the City of Ceres has evolved and looking for direction and a change in making Ceres a destination city , not just a pass through city.
ITEM 25
As a result, the City of Ceres needs an updated Strategic Plan. Staff understands that a strategic plan is an essential tool for the City, aiming to secure long -term success. The plan will provide direction, enhance decision-making, improve resource management, and increase operational efficiency. Most importantly it helps to define the direction in which an organization must travel, and aids in establishing realistic objectives and goals that are in line with the vision and mission charted out for it as well as creates a sense of collaboration and collective responsibility.
Strategic planning is the process of defining an organization's direction, priorities, and actions to achieve long -term success. It helps leaders set goals, allocate resources efficiently, and measure progress to ensure alignment with their mission and vision.
III. FISCAL IMPACTS:
Staff has contacted various cities and found that majority of them used outside organizations to develop their Strategic Plans.
A staff survey revealed the following cost for hiring a consultant to develop a Strategic Plan:
City Population Total
Coalinga 17,369 $10,850
Capitola 9,572 $43,700
Rohnert Park 44,456 $29,500
Shafter 21,915 $25,000
Hughson 7,683 $10,000
Staff estimates the cost of developing a Strategic Plan to be approximately $35,000 and recommends the Council set aside that amount from the General Fund Reserves for the completion of this project.
IV. EXISTING POLICY / RELATIONSHIP TO THE STRATEGIC PLAN:
N/A
V. POLICY ALTERNATIVES:
The Council has the following options:
1. Not move forward with the creation of a new Strategic Plan and use the existing.
2. Move forward by directing staff to issue a Request for Proposal for a new Strategic Plan.
VI. INTERDEPARTMENTAL COORDINATION:
N/A
VII. PUBLIC PARTICIPATION:

ITEM 25
VIII. ENVIRONMENTAL REVIEW:

IX. STEPS FOLLOWING APPROVAL:
Upon direction form the Council, the City Manager will issue an Request for Proposal for a firm specializing in Strategic Planning, make a selection and present the findings to the Council to begin the process of developing a Strategic Plan.

STRATEGIC PLAN SUMMARY
2020
-2021
Revised (2020)
The
intent of this update is to continue the existing Strategic Plan Summary for the next two years . A new or updated Strategic Plan will be considered in early 2021.
The future is not someplace we are going to, but one we are creating. The paths are not to be found but made, and the activity of making them changes both the maker and the destination.

harr, Loyalty in America
Council’s Values/Guiding Principles
The values of an organization drive both the goals and strategies created and the process of implementing the strategic plan. The previous version of the Strategic Plan Summary established the following guiding values and principles that are still applicable:
The
City seal’s motto, “Together we achieve,” states the underlying value of the City of Ceres.
The City Council’s guiding principles are:
• Be an approachable Council, with members who are involved in the community • Treat people fairly
• Be proactive, not reactive
• Make long-lasting decisions
• Foster strong communications with the community
• Expect quality development as part of being a quality community • Foster openness and public engagement
• Be friendly in all encounters
• Be proud of our small town atmosphere
• Respect the roles of the mayor, council members, city manager, and staff
