MINUTES OF A SPECIAL MEETING OF THE CERRITOS CITY COUNCIL AND THE
SUCCESSOR AGENCY TO THE CERRITOS REDEVELOPMENT AGENCY HELD WEDNESDAY, APRIL 19, 2023, 7:00 P.M., IN THE MAIN THEATER AT CERRITOS CENTER FOR THE PERFORMING ARTS, 18000 PARK PLAZA DRIVE, CERRITOS, CALIFORNIA.
1. Call to Order
The meeting was called to order at 7:00 p.m.
2. Invocation
The invocation was given by Pastor Amaury Rosario, Generations Church.
3. Pledge of Allegiance
The Pledge of Allegiance was led by the Cerritos Seniors Personally Involved in Children’s Enrichment (SPICE) Program.
4. Roll Call
The following members of the City Council/Successor Agency were in attendance:

Council/Agency Member Naresh Solanki
Council/Agency Member Frank A. Yokoyama
Mayor Pro Tem/Vice Chair Bruce W. Barrows
Mayor/Chair Chuong Vo
5. Mayor’s Welcome and Introductions
Mayor Vo introduced dignitaries in attendance. Each Councilmember, the Mayor Pro Tem, and the Mayor introduced their family and guests in attendance.
6. Recognition of outgoing Councilmembers and Mayor
Presentations were made to outgoing Mayor Chuong Vo. A video was displayed highlighting Mayor Vo’s year of service.
7. Public Comments and Suggestions
The Mayor opened public comments.
In-Person Public Comments:
Al Barlevy expressed support for Councilmember Yokoyama to serve as Mayor/Chair.
Written Correspondence:
(Written correspondence is considered public record. Full-text copies of submitted written correspondence can be obtained in the Office of the City Clerk/Treasurer)
Sue Carter expressed support for Councilmember Johnson to serve as Mayor/Chair.
Noting there were no other individuals who elected to provide public comment, the Mayor declared the public comments period closed.

8. Annual reorganization of the City Council/Successor Agency (Selection of Mayor/Chair and Mayor Pro Tem/Vice Chair)
Vida Barone, City Clerk, declared the office of Mayor/Chair vacant and called for nominations for the office of Mayor/Chair.
Council/Agency Member Vo nominated Council/Agency Member Barrows for the office of Mayor/Chair.
Noting there were no further nominations, the City Clerk declared nominations closed.
The City Clerk declared Council/Agency Member Barrows as Mayor/Chair by acclamation.
The office of Mayor Pro Tem/Vice Chair was declared vacant by Mayor/Chair Barrows and he called for nominations for the office of Mayor Pro Tem/Vice Chair.
Mayor/Chair Barrows nominated Council/Agency Member Solanki for the office of Mayor Pro Tem/Vice Chair.
Council/Agency Member Johnson nominated Council/Agency Member Yokoyama for the office of Mayor Pro Tem/Vice Chair.
Noting there were no further nominations, the City Clerk declared nominations closed.
MOTION: As nominated by Mayor/Chair Barrows, Council/Agency Member Solanki was presented for consideration as Mayor Pro Tem/Vice Chair (COUNCIL/SUCCESSOR AGENCY).
The motion carried (3 - 2) as follows:
AYES: Barrows, Solanki, Vo
NOES: Johnson, Yokoyama
ABSENT: None
ABSTAIN: None
The City Clerk declared Council/Agency Member Solanki as Mayor Pro Tem/Vice Chair.
9. Closing Comments
Comments were made by Mayor Barrows, Councilmember Yokoyama, and Mayor Pro Tem Solanki.
Mayor/Chair Barrows invited the community to a reception at the Cerritos Center for the Performing Arts in the Sierra Room.
10. Adjournment
The meeting adjourned at 9:22 p.m.
