7B.3. Approval of Fiscal Year 2023-24 Budget Amendments (COUNCIL).
MOTION: It was moved by Johnson, and seconded by Vo, to authorize administrative-initiated Fiscal Year 2023-24 budget amendments in accordance with Joint Budg et Resolution No. 2023-26 / CSA 2023-01 and the Strategic Financial Plan and Budget Preparation Policy (Policy 2.04) as adopted by the City Council, as follows:
1. Account/Project: 110-221-61325 Housing Services Program Amount: $90,000
Justification: On June 22, 2023, the Cerritos City Council approved the expenditure of $50,000 of restricted Housing Asset Funds for the remediation of a City -owned affordable housing unit located at 19411 Pearl Court, Unit K, Cerritos, CA 90703, due to the uninhabitable conditions of the existing unit. The subject property is an affordable senior housing unit located within the Emerald Villas community, and is to be resold to qualifying moderate -income senior upon the restoration of the unit. During the commencement of initial remediation efforts and further inspection of the unit , unanticipated complications not within the project scope were identified, including the need for mold remediation. Due to the required mold remediation and mold inspections, and additional restoration work as a result of the poor condition of the unit, a budget amendment of $90,000 is being requested to restore the subject property to its original condition for resale to a moderate-income senior. It should be noted that the funding source for this allocation is the City ’s restricted Housing Asset Fund, and no General Fund monies will be used for remediation purposes;

2. Account/Project: Gridley Park East Playground Refurbishment Amount: $420,000
Justification: On Wednesday, November 1, 2023 , the playground equipment and surfacing at Gridley Park East was burned down due to suspected arson. As a result, the remaining playground posts and subsurface were removed and must be replaced. The allocated funds will cover the costs associated with the refurbishment, including the acquisition of new playground equipm ent, new poured -in-place (PIP) surfacing, equipment and PIP installation, as well as the mandated post -installation audit.
Documentation regarding the arson has been provided to initiate the insurance claims process. The City will seek reimbursement to cov er the expenditures associated with this project;
3. Account/Project: cp22207 Sheriff Station Patio Deck Refurbishment Amount: $78,000 (Transfer)
Justification: Additional funding is required to complete the construction improvements for this project. The quote from the City’s on-call contractor to complete the necessary construction improvements exceeded the initial project budget. This increase is due to an overall rise in the cost of materials and labor. This amendment proposes a transfer of $78,000 from savings in other projects. Specifically, $62,000 will be transferred from cp14099 Arterial Street Block Wall Replacement and $16,000 from cp23212 Senior Center Roof Rehabilitation; and
4. Account/Project: FY 2023-24 Mid-Year Budget Adjustment Amount: See below
Justification: The Mid-Year Budget Adjustment is essential for aligning the City’s fiscal strategy with the evolving needs of the community and ensuring continued efficient operation of municipal services. Following a comprehensive review of all expenditures, revenues, and capital projects, adjustments have been identified to address variances from the initial budget assumptions. These adjustments reflect changes in revenue projections, modifications to expenditure accounts, and shifts in project timelines and costs. This consolidated amendment is proposed to facilitate streamlined management and oversight, ensuring that the budget remains a dynamic tool that accurately reflects the City’s priorities and financial reality. Details of the amendment have been provided in the agenda report associated with this item. A summary of the adjustments is shown below:
Summary of Revenue Adjustments
General Fund $(3,687,358)
General Fund Misc. 21,068
