APPROVAL OF A CHANGE ORDER FOR THE C-4 WELL SITE REDESIGN AND WATER TREATMENT DESIGN, PROJECT NO. 23502, RFP NO. 1556-24
The C-4 Well was originally drilled in 1973 and is approximately 53 years old. Due to its age and deteriorating condition, the welt's reliability and production capacity have progressively declined over time. When the C-4 Well was originally constructed, it was designed to produce approximately 3,500 gallons per minute (gpm). Over time, the well's production capacity has been reduced to approximately 1,500 gpm, representing a loss of more than SO percent of its original capacity.
At the February 13, 2025, City Council meeting, a contract was awarded to Hazen and Sawyer, a water engineering consulting firm, to redesign the existing C-4 Well site to accommodate a new water treatment system to treat constituents from groundwater extracted from the C-4 Well site. The project entails multiple phases consisting of pilot testing, design, and preparation of construction documents. The consultant has completed the pilot testing and identified the most effective treatment processes to treat the constituents present in the groundwater. The consultant is currently preparing the design plans.
FINDING S
During the design phase, the C-4 Well experienced a critical failure in October 2025, requiring the well to be removed from service for inspection and evaluation. Inspections identified damage to the well screen and liner at approximately 600 feet below ground surface, along with approximately 26 feet of accumulated material at the bottom of the well.
Emergency repairs totaling approximately $559,270 were completed, and the well was LYNDA P. JOHNSON

Change Order for C-4 Well Site Re-Design and Water Treatment Design July 27, 2026
returned to service the first week of June 2026. Although the repairs restored operation, they did not address the long-term deterioration of the aging well.
Following the October 2025 structural failure, City staff, in consultation with Hazen and Sawyer, re-evaluated the original project approach. Based on the well's age, condition, reliability, and reduced production capacity, City staff and the consultant determined that continued investment in the existing well would not provide a prudent long-term solution.
Accordingly, City staff recommends revising the project scope to abandon the existing well and design a replacement well, which will be constructed adjacent to the existing well. A new well is necessary to restore production capacity, improve system reliability, and continue to ensure the use of lower-cost groundwater as a dependable source of potable water for the community compared to importing more expensive water. A proposed change order expands the consultant's scope of work to include the engineering design and permitting necessary to construct the replacement well.
FISCAL IMPACT
In February 2025, Hazen and Sawyer was awarded a contract in the amount of $1,369,858 for the design and engineering services for the C-4 Well Site Re-Design and Water Treatment Design. City staff requested Hazen and Sawyer to develop and submit a proposal for the design of a new well and obtain all necessary permits required to complete the project design. The proposed cost for this additional scope of work is $153,080.
The revised total contract amount for the design phase is $1,522,938. This includes the original contract amount of $1,369,858 and the proposed additional scope of work of $153,080. The Adopted Fiscal Year 2026-2027 Combined Financial Program allocates $5 million for this project, which includes sufficient funding to cover the additional design services associated with the replacement well.
RECOMMENDATION
Staff recommends that the City Council:
1. Approve a change order in the amount of $153,080 to Hazen and Sawyer for the C-4 Well Site Re-Design and Water Treatment Design Project, Project No. 23502, RFP No. 1556-24, to provide professional engineering services for the design of a replacement C-4 Well; and
2. Authorize the City Manager, or designee, to execute any project-related change orders, in accordance with the City's adopted Purchasing and Contracting Policy.
