REVIEW AND CONSIDERATION OF THE FEASIBILITY OF

IMPLEMENTING A RESERVED PARKING PROGRAM FOR

VETERANS AT CITY FACILITIES
During its special meeting on May 28, 2026, the City Council directed the City Manager to provide a report regarding the feasibility of implementing a reserved parking program for veterans at City facilities.

FINDINGS
The City of Cerritos has a proud tradition of honoring the service of United States military veterans. The City presents annual Veterans Day and Memorial Day Ceremonies to recognize veterans and pay tribute to those who made the ultimate sacrifice in defense of the United States. The ceremonies are held at the Cerritos Veterans Memorial, which was developed by the City with significant participation from local veterans. In addition, the City's website features the Cerritos Veterans Project, presenting information and photos submitted by Cerritos residents about their service in the United States Armed Forces.

Providing reserved parking for veterans at City facilities would enhance the City's efforts to recognize, celebrate, and support veterans and express a deep appreciation for their service. These spaces would be offered as a courtesy, reflecting the community's appreciation for veterans' service. It is expected that non-veteran community members will respect this designation and voluntarily refrain from using these spaces as a sign of shared gratitude.

Locations
The reserved parking program for veterans would consist of two conveniently located parking spaces designated with signs at major City facilities. The Veterans Parking Only sign design is attached (Exhibit 1). The sign will be 12 inches wide by 18 inches tall and mounted on a 10-foot pole. The Veterans Parking Only spaces would be designated at the following locations: Cerritos Civic Center, Cerritos Center for the Performing Arts, Cerritos Olympic Swim and Fitness Center/Cerritos Park East, Cerritos Senior Center at Pat Nixon Park, Cerritos Sports Complex, Heritage Park, Iron-Wood Nine Golf Course, and Liberty Park.

The potential locations of the reserved parking spaces at each facility are identified with white stars on the attached document (Exhibit 2).

FISCAL IMPACT
A vendor's estimate to produce the signs, including the hardware and printing of the custom design, is $2,654.20. The Public Works Department's Maintenance Division staff would install the signs. Funds are available in the City's 2026-2027 Combined Financial Program to cover the expense.

RECOMMENDATION
It is recommended that the City Council:

1. Review and discuss the feasibility of implementing a reserved parking program for veterans at City facilities and receive public comment; and

2. Direct staff accordingly.
