REVIEW AND CONSIDERATION OF A CURB ADDRESS
PAINTING PROGRAM WITHIN THE CITY OF CERRITOS
At the City Council meeting of April 13, 2026, the City Council directed the City Manager to prepare an agenda report regarding the feasibility of a curb address painting program funded through charitable donations and performed by third-party providers, similar to programs implemented in other cities. In response to the City Council's direction, the Department of Public Works reviewed curb address painting practices and regulations utilized by surrounding cities and developed proposed guidelines for curb address painting activities performed within the City of Cerritos by non-City-funded entities operating on a charitable donation basis (see Exhibit 1, Curb Address Painting Program Guidelines). The proposed guidelines are intended to establish clear standards for these activities and provide a framework for implementation and oversight.
ANALYSIS
Curb address numbers provide a clear and visible means of identifying properties and assist emergency responders, utility crews, service providers, and the public in locating addresses efficiently. To ensure these activities are conducted consistently citywide, protect public infrastructure, and provide clear information to residents, the Department of Public Works has developed guidelines governing the solicitation and performance of curb address painting services by non-City-funded entities. The intent of these guidelines is to establish clear standards, promote a professional appearance, ensure compliance with permitting requirements, and protect residents from misleading or improper solicitation practices.
The proposed curb address painting program guidelines establish a regulatory framework for privately conducted curb address painting activities within the City.

and an approved encroachment permit prior to solicitation or commencement of work. The attached program guidelines provide details related to:
• Program Purpose • Program Overview • Documentation Requirements • Solicitation Requirements • Flyer Notification Requirements
• Painting Requirements • Work Requirements • Compliance and Enforcement As proposed under the program guidelines, required flyer disclosures will inform residents that curb address painting is voluntary, payment is not required, the service provider is not affiliated with the City, and complaints regarding improper solicitation or unauthorized activities may be reported to the Department of Public Works.
To ensure that curb address painting activities are conducted in areas where they provide the greatest benefit to the City, the Department of Public Works will determine the locations and extent of program implementation based on identified needs, public safety considerations, and other operational factors. Staff may prioritize areas where address visibility improvements would enhance emergency response, accessibility, or overall neighborhood identification.
FISCAL IMPACT
There is no direct fiscal impact to the City associated with implementing these requirements, as administrative costs will be recovered through non-refundable encroachment permit application and business license fees. Additionally, the City may realize cost savings by avoiding expenses associated with providing curb address painting services, as these services would instead be funded by third-party providers.
RECOMMENDATION
It is recommended that the City Council:
1. Review and discuss this report regarding a potential Curb Address Painting Program;
2. Receive public comment; and
3. Direct staff accordingly.

I. PURPOSE
The City of Cerritos Curb Address Painting Program ("Program") serves to provide for curb address painting in residential neighborhoods facilitated by non-City-funded organizations operating on a charitable donation basis. The purpose of the Program is to ensure that curb address numbers provide a clear and visible means of identifying property addresses, and to assist emergency responders, utility crews, service providers, and the public in locating properties more easily. The requirements established herein serve as guidelines for curb address painting citywide. The requirements are intended to promote uniformity, protect public infrastructure, ensure compliance with applicable permitting requirements, and provide clear information to property owners regarding voluntary curb address painting activities.
II. PROGRAM OVERVIEW
No person shall print, illuminate, or otherwise affix an address number to a curb unless the work complies with these requirements and has been reviewed and approved by the Department of Public Works. Curb address painting may only be performed by a non-City-funded business or other entity approved by the City that possesses a current City of Cerritos business license, obtains an Encroachment Permit, and complies with all applicable requirements. Only proposals for an entire street or tract will be considered; painting for a single residence is not permitted. The proposed limits of work must be reviewed and approved by the Director of Public Works before any solicitation, distribution of flyers or notices, or commencement of work.
All curb address painting shall be conducted on a voluntary donation basis only. All flyers, notices, and solicitation materials shall clearly state that payment is not required and that any donation is voluntary. Homeowners shall have no obligation to provide a donation as a condition of having the curb address painted, and if approved by the City, the entire street or tract shall be painted regardless of whether a donation is received. Selective painting based on donations is prohibited.
Written permission from the property owner is required before any curb address is painted.
Compliance with these requirements is a condition of the Encroachment Permit and is required before permit issuance and throughout the duration of the work. To report complaints regarding solicitation activities, unauthorized payment requests, or work performed without an Encroachment Permit, please contact the Department of Public Works at (562) 916-1220.
III. DOCUMENTATION REQUIREMENTS
The following documents must be submitted to the City of Cerritos Department of Public Works at least ten (10) working days prior to any curb address painting solicitation activities.
1. Encroachment Permit Application: A complete Encroachment Permit application, including all required documentation, insurance, and fees, shall be submitted to the City of Cerritos Department of Public Works prior to any solicitation for curb address painting.
Following approval of the permit application, the Permittee shall schedule a pre-work inspection with the Department of Public Works to verify the approved paint materials, stencils, equipment, and compliance with all permit conditions before any solicitation or curb address painting activities begin. Permit applications shall be submitted online through the City of Cerritos Excavation/Encroachment Permit Application form available on the City's Excavation and Encroachment Permit webpage at
