inline commercial/retail shops, and an existing bank building ("Subject Property"). The in-line commercial/retail shops along Artesia Boulevard, existing liquor store, and corner gas station are owned by separate owners and are not part of the proposed project scope.
In 1969, the City Council approved Precise Plan 1969-5 for the development of the Carmenita Plaza North shopping center. Construction of the shopping center was completed in 1970. Over time, the exterior siding and building materials have deteriorated due to age and multiple retail spaces are now vacant, most notably a space formerly occupied by market/grocer uses. In light of the aging conditions of the existing shopping center, the property owner of the northern three (3) parcels at Carmenita Plaza North is proposing to re-design and upgrade portions of the shopping center, under Precise Plan 1969-5(2026) Amendment, with new exterior building materials and other site improvements.
Location, Zoning and Surrounding Land Uses
As previously mentioned, the subject shopping center is comprised of six (6) separate properties, with the subject three (3) properties being located at 13321-13349 Artesia Boulevard and 17303 Carmenita Road, Cerritos, California, 90703. The existing shopping center is zoned Neighborhood Commercial (CN) (APNS 7008-015-002, 7008-015-003, and 7008-015-004 ). The subject properties are bordered on the north by Cecil B.
Stowers Elementary School zoned Open Space (OS); on the east by Carmenita Road beyond which exists an office building zoned Neighborhood Commercial (CN) and residential uses zoned RS-6500; on the south by the remaining two (2) parcels consisting of in-line retail stores and an existing liquor store making up the Carmenita Plaza North shopping center, another property containing a gas station, and Artesia Boulevard; and on the west by single-family residential properties, zoned RS-5000. Across Artesia Boulevard, to the south, are single-family residential properties, zoned RS-6500 and RS5000 (see Exhibit 2, Zoning and Location Map).
Existing Conditions
As previously mentioned, the existing shopping center was developed between 1969 and 1970, with various tenancies over the years. Since the construction of the shopping center, there have been minimal upgrades to the fa<;ade, which may be attributed to the multiple property ownership structure for the entire shopping center. As such, the subject properties contain the following: one (1) 3,600 square-foot, free-standing bank building; one (1) shopping center building totaling 8,658 square feet in area, divided into leasable commercial spaces; and one (1) shopping center building totaling 27,300 square feet in area, divided into a 23,200 square-foot market space and 4,100 square feet of general commercial space (see Exhibits 4 through 7, Existing Property Conditions).
There are 192 existing parking spaces on the subject properties and additional spaces via a shared parking and access agreement with the adjacent shopping center properties to the south, with a total of 248 existing parking spaces throughout the entire shopping center. Access to the shopping center is provided via four (4) driveways on the subject 3 Carmenita Plaza North Remodel - 13321-13349 Artesia Blvd. & 17303 Carmenita Rd.

properties, three (3) off Carmenita Road and one (1) off Artesia Boulevard. In addition to these access driveways, the adjacent properties provide an additional two (2) access driveways directly off Artesia Boulevard and three (3) entrances from the gas station which has two (2) driveways off both Artesia Boulevard and Carmenita Road. Therefore, there are various means by which to access the subject properties from the adjacent arterial streets and adjacent properties (See Exhibit 8, Existing Site Plan).
ANALYSIS
The applicant is requesting approval of Precise Plan 1969-5(2026) Amendment, to remodel the existing buildings on three (3) of the six (6) parcels that make up Carmenita Plaza North shopping center, and to refurbish and upgrade part of the shopping center's existing landscaping and paved areas. Details regarding the proposed improvements are provided in the following sections.

The City Council originally approved the Carmenita Plaza North shopping center in 1969 via Precise Plan 1969-5, with 248 parking stalls for the entire property of six (6) parcels.
The subject shopping center is located in the Neighborhood Commercial (CN) zone, which was established in the Cerritos Municipal Code in 1972, along with many other sections of the Cerritos Municipal Code, including Chapter 22. 74, Off-Street Parking, which regulates the amount of parking spaces required for business uses.
Due to the age of the shopping center, and the fact that it was approved and developed prior to the establishment of the Neighborhood Commercial (CN) zone and the City's parking standards, the amount of existing landscaping and the number of parking spaces found on site do not meet current Cerritos Municipal Code requirements. Since the Carmenita Plaza North shopping center was legally approved by the City Council in 1969, and the pertinent landscaping and parking requirements were enacted in 1972, it is considered legal non-conforming. Based on the proposed project for the subject parcels, pursuant to the Cerritos Municipal Code, a total of 209 parking stalls are required for the project area, but only 191 parking stalls are proposed. The existing parking area for the subject property contains 192 parking stalls. Therefore, only a net loss of one (1) parking stall is proposed through the shopping center upgrade (See Exhibit 9, Proposed Site Plan), Additionally, the applicant has made efforts to significantly increase landscaping on site, as shown in the Land Use Statistics portion of the staff report.
Specific site improvements include the addition of landscape planters throughout the parking lot consistent with City of Cerritos landscape requirements. In addition, the applicant is proposing to eliminate several parking spaces directly adjacent to the northerly commercial building to create an enhanced outdoor plaza with covered outdoor dining areas, raised planters, potted plants, and a water feature. The loss of parking is compensated for by the addition of parking spaces throughout the site due to a complete restriping of the parking lot.
With the increase in landscaping to upgrade the center, and due to the multiple property ownership framework that exists on the site, with there being no additional areas on site where additional parking spaces can be added, the applicant has made all efforts to minimize the parking deficiency, which had already existed prior to the proposed project.
In cases where there are legally non-conforming conditions, the City seeks reasonable compliance with the Cerritos Municipal Code, when it is not possible to achieve total compliance. In this case, the applicant has increased landscaping where feasible on site, and therefore has made efforts to achieve reasonable compliance. Additionally, to ensure that sufficient parking is available for each new tenant, a parking analysis may be required by staff prior to the approval of any future tenant business licenses. 5 Carmenita Plaza North Remodel - 13321-13349 Artesia Blvd. & 17303 Carmenita Rd.

Architecture
The proposed architecture will be a Contemporary design theme featuring charcoal greycolored metal panels, wood textured metal columns with a stacked stone wrap, and metal paneled tower elements. The proposed metal paneled tower elements are located on the sides and in the center of the frontage of the northerly retail spaces and will have a smooth metal block pattern and light titanium color. The existing market space will retain its gabled roof shape and feature the same charcoal grey metal panels used throughout and a wood textured metal panel for tenant signage that is smaller than the existing panel, revealing more of the storefront windows and allowing more natural light to enter the building. The existing roofs will remain and have recently been resurfaced to protect from rain. The new outdoor dining areas will be surrounded by raised landscape planters with stacked stone veneer matching the building columns. The exteriors of the buildings will be repainted white. Finally, metal siding panels are proposed on all rear elevations to add enhanced materials visible from off site and while accessing parking at the rear of the buildings to meet City of Cerritos requirements for enhanced materials.
Additionally, the bank building will be repainted white to match the other buildings being remodeled. It should be noted that the in-line retail stores located on the southern portion of the shopping center fronting Artesia Boulevard and the liquor store will not be remodeled at this time, as they are owned by other private property owners (see Exhibits 14 through 18, Exhibit 19, Material and Color Board, Elevations and Exhibits 20A through 20H, Perspective Renderings).
Landscaping
The applicant has hired a California licensed landscape architect who has prepared a conceptual landscape plan to remodel the existing parking lot and landscape areas on the subject properties to meet City landscape standards (see Exhibit 10, Conceptual Landscape Plan, and Exhibit 11, Conceptual Planting Palette). The landscape plan shows new planter areas throughout the parking lot with a planting pallet with multiple flowering plants which will provide blue, red, purple, pink and white flowers for visual interest. New planters are also proposed at the rear of the buildings and along property line walls, which will soften the walls and improve underutilized spaces. As previously mentioned, new outdoor dining spaces will be surrounded with raised planters with stone veneers. Additionally, new in-ground planters are proposed between the columns at the front of the market space. Throughout the pedestrian areas, potted plants will also be provided. Finally, a water feature is proposed to the north of the market space. Upon completion, the total amount of landscaping on-site will be 21,359 square feet or 15.8% of the unbuilt area, which exceeds the minimum Cerritos Municipal Code landscape requirements.
Art in Public Places
The applicant is aware of the City's Art in Public Places requirement. In lieu of providing artwork for incorporation on-site, the applicant has indicated that they intend to pay the Art in Public Places fee totaling one percent of the valuation of the project for contribution 6 Carmenita Plaza North Remodel - 13321-13349 Artesia Blvd. & 17303 Carmenita Rd.

into the Art in Public Places trust fund as required by the Cerritos Municipal Code.
CEQA COMPLIANCE
The project has been evaluated in accordance with the California Environmental Quality Act (CEQA) and the City's Environmental Impact Report Guidelines. The Cerritos Department of Community Development has determined that the proposed project is exempt from CEQA review, pursuant to Section 15301 of the State CEQA Guidelines.
Specifically, CEQA's Article 19, Categorical Exemptions, Section 15301, Class 1, addresses those exemptions related to existing facilities. The project site is an existing shopping center, and the proposed project will involve, in part, exterior alterations to existing buildings and related site and landscape improvements. Example (a) in Section 15301 states that interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances have been determined not to have a significant effect on the environment and therefore qualify as a categorical exemption from the provisions of CEQA. The Cerritos Department of Community Development has determined that the proposed project and subject property meet these criteria for a categorical exemption.
Furthermore, the proposed project (i) by virtue of its location, will not impact a sensitive environmental resource of hazardous or critical concern; (ii) will not have a cumulative impact on the environment through successive projects of the same type, in the same place, over time; (iii) does not have any unusual circumstances that will have a significant effect on the environment; (iv) does not impact a scenic highway; (v) is not located on a hazardous waste site; and (vi) will not adversely impact a historical resource. Accordingly, none of the exceptions to categorical exemptions set forth in the CEQA Guidelines, Section 15300.2, apply to this project.
PUBLIC NOTICE
In accordance with Cerritos Municipal Code requirements, a notice of a public hearing regarding this item was posted at the City's four (4) designated posting boards on July 17, 2026 and mailed to owners of property within five hundred (500) feet of the subject properties, at least ten (10) days prior to the public hearing on July 27, 2026.

2. The proposed precise plan amendment conforms with the applicable land use zone. The subject property is zoned Neighborhood Commercial (CN) and the resulting development from the proposed project will be an exterior remodel to existing retail and commercial uses within existing shopping center buildings, which are listed as conditionally and permitted uses in said zone in accordance with Cerritos Municipal Code Chapter 22.25. The proposed project meets the intensity and site development standards set forth in said chapter.
3. The associated conditions of approval submitted in connection with Precise Plan 1969-5(2026) Amendment are necessary to implement the intent and purpose of the Cerritos Municipal Code. Said conditions of approval clarify such areas as construction management, utilities, architectural treatment, privacy, and the type and location of various site elements.
4. Pursuant to Section 15301 of the California Environmental Quality Act (CEQA) Guidelines, the proposed project is exempt from CEQA review. Any potential adverse impact can be reduced to a level of insignificance through the standards of development included in the Development Code, the City's precise plan and design review process, other Municipal Code requirements, and the conditions of approval of Precise Plan 1969-5(2026) Amendment.
