department store and associated loading facilities, which are currently undergoing demolition.
The project is designed to combine retail sales with interactive sports opportunities, including indoor climbing walls, golf simulators, equipment demonstration areas, and other athletic areas to enhance the customer experience allowing consumers to test, practice, and customize equipment. The proposed new store will allow for increased retail capacity, allowing Dick's Sporting Goods, Inc. to maintain a greater variety of sales inventory for customers to test equipment and try on clothes and shoes in-person prior to purchase. Additional improvements include upgraded landscaping and related site enhancements adjacent to the proposed new building.
Location, Zoning and Surrounding Land Uses
The subject site consists of a 4.65-acre area located at the northern end of Los Cerritos Center and is zoned Area Development Plan Twenty-One (ADP-21). Los Cerritos Center is bordered to the north by 183rd Street, a 110-foot-wide arterial street, beyond which exists the Plaza 183 shopping center zoned Regional Commercial (CR). The center is bordered to the west by the Interstate 605 San Gabriel River Freeway, to the south by South Street, a 110-foot-wide arterial street, and to the east by Gridley Road, a 100- foot-wide arterial street. Across South Street to the south are existing fully-developed commercial properties zoned Regional Commercial (CR) and residential properties zoned Single-Family Residential (RS-5000). Across Gridley Road to the east are existing commercial and residential properties located within the City of Artesia, as well as other commercial properties in Cerritos zoned Regional Commercial {CR) (see Exhibit 2, Zoning and Location Map).
Existing Conditions
Los Cerritos Center was originally approved under Precise Plan 1970-7 by the Cerritos City Council and consisted of approximately 1,168,966 square feet of retail floor area, including four ( 4) major anchor stores. One of original major tenants was the Sears department store, consisting of a two-story retail store with loading facilities all totaling approximately 277,559 square feet. Since the development of the Los Cerritos Center, various improvements and tenant modifications have occurred throughout the center over the years, expanding the retail center to 1,280,129 square feet.
Sears operated at the center for several decades before vacating the building in 2019.
Since that time, the building has remained largely vacant, with only occasional temporary uses occupying portions of the space. Demolition permits were issued in March 20261 and demolition activities are currently underway. The project site is currently fenced and undergoing demolition of the former Sears building and associated loading areas.
PRECISE PLAN 2026-6
The applicant is requesting approval of Precise Plan 2026-6 for the construction of Dick's House of Sport, a new retail and sports experience store within Los Cerritos Center (see 3 Dick's House of Sport - 100 Los Cerritos Mall
Precise Plan 2026-6
July 27, 2026
Exhibit 10, Site Plan). The proposed development consists of a new 141,630-squarefoot, two-story building that combines traditional sporting goods retail sales with interactive sports experiences. Indoor amenities include climbing walls, golf simulators, equipment demonstration areas, and other sports-related areas designed to provide customers with hands-on experiences in conjunction with retail operations. The new building will allow for the store to carry additional varieties for sporting equipment, shoes, and clothing, and allow for greater in-person opportunities to test and customize sporting goods and products. In support of such retail activities, the project also includes an 18,515-square-foot outdoor athletic field. The proposed building has been designed with contemporary architectural elements, enhanced building materials, and prominent storefront features intended to create a visually distinctive destination within Los Cerritos Center.
Vehicle access to the project site will continue to be provided through the existing internal circulation network of Los Cerritos Center, with access from 183rd Street, South Street, and Gridley Road. Existing parking areas serving the shopping center will continue to accommodate the parking demand generated by the proposed use.
Upon the opening of the proposed Dick's House of Sport, the current Dick's Sporting Goods store will close. The Los Cerritos Center is currently identifying potential future tenants for the future vacant space, and new projects will be brought forth for review and consideration by the Planning Commission and City Council, as applicable. The redevelopment of the former Sears site represents a significant reinvestment in Los Cerritos Center and is expected to enhance the long-term viability of the center by introducing a new retail destination that will attract visitors, generate economic activity, and strengthen the center's role as a regional commercial destination. The upgraded and expanded retail store will increase the center's capacity for sales tax generation, therefore increase sales tax revenue to the City.
Land Use Statistics
Pursuant to ADP-21 zoning regulations, uses permitted within the Regional Commercial {CR) zone are allowed, subject to compliance with the development standards of the CR zone as set forth in Chapter 22.27 of the Cerritos Municipal Code. As shown in the table below, the proposed project complies with the applicable development standards.

The proposed building will contain 141,630 square feet of floor area distributed between two (2) levels. The first floor will contain approximately 70,868 square feet and will serve as the primary customer activity area, featuring a combination of retail sales floor area and interactive sports experiences. The main retail space will be complemented by experiential amenities designed to allow customers to test products and participate in sports-related activities. These features include a multi-story indoor rock climbing wall located near the northeast corner of the building. The southwest portion of the first floor will contain back-of-house operations, including warehouse, storage, employee, and receiving areas. Deliveries will be accommodated through three (3) loading bays located along the west side of the building in a location generally consistent with the former Sears loading facilities. Customer access to the building will be provided through the primary entrance on the north elevation as well as a secondary entrance along the south side of the building, which will connect directly to the interior common areas of Los Cerritos Center.
The second floor will contain approximately 70,762 square feet and will primarily consist of additional retail area dedicated to sporting goods, athletic apparel, footwear, equipment displays, and related merchandise. The second level will also include golf simulators and related golf experience areas, allowing customers to test equipment and participate in interactive golf activities. The second floor overlooks portions of the ground floor and provides additional sales floor area to support the full range of products.
In addition to the indoor facilities, the project includes an approximately 18,515-squarefoot outdoor athletic field located adjacent to the west side of the building. The field will consist of synthetic turf, a perimeter running track surface, outdoor lighting, and related improvements. Lighting has been designed to illuminate the field area only. As the proposed location of the field is directly adjacent to the retail building, loading dock, and parking lot, no adverse impacts are anticipated from the proposed field lighting. The 5 Dick's House of Sport - 100 Los Cerritos Mall

outdoor athletic field is intended to serve as an accessory component of retail use.
Architecture
The proposed building's architecture follows the Dick's Sporting Goods prototype design while incorporating enhanced architectural features appropriate for its prominent location within Los Cerritos Center. The design includes a green steel-framed architectural entry feature, a metal canopy over the primary storefront entrance, and a prominent glass corner tower that provides visibility into the interior activity spaces. Building finishes consist of decorative brick veneer, expansive storefront glazing, aluminum plate cladding, aluminum composite material (ACM) panels, and Dick's Sporting Goods' signature Hartford Green accent color.
The primary customer entrance is located on the north elevation and is highlighted by a series of tower elements, including a central architectural feature that reaches approximately 66 feet in height and serves as the visual focal point of the building. All tower elements have been designed with four-sided architectural treatment. In addition, the building parapet has been designed at a sufficient height to screen rooftop mechanical equipment from public view at ground level and from the adjacent elevated Interstate 605 freeway. Customers will be able to access Dick's House of Sport from both the exterior entrance on the north elevation and the interior mall entrance towards the south end of the building. The 18,515-square-foot field will be enclosed by a 30- foot-high fence finished in a color that complements the building's signature Hartford Green architectural accents.
Pursuant to Subsection 22.56.140 of the Cerritos Municipal Code, all building elevations within ADP-21 are required to incorporate a minimum of forty percent { 40%) enhanced materials and provide four-sided architectural treatment. Staff has determined that the proposed project exceeds this requirement, as all exterior wall surfaces are finished with enhanced architectural materials. With the exception of storefront glazing, the building elevations are clad entirely in decorative metal panels, brick veneer, and other enhanced materials incorporated on all building elevations.
Landscaping
The applicant has retained a California licensed landscape architect who has prepared a conceptual landscape plan for the project site. The landscape plans propose a variety of trees, shrubs, and groundcover designed to complement the contemporary architecture of the proposed. As proposed, Brisbane Box trees, Redspire Callery Pear trees, and Desert Museum Palo Verde trees will be planted throughout the project site, including along pedestrian walkways, around the perimeter of the building, across the outdoor athletic field, and within parking lot landscape planters (see Exhibit 17, Conceptual Landscape Plan).
Landscape planters will include a diverse mix of plant materials, including Super Blue Century Plant, Fox Tail Agave, Hallmark Bulbine, Small Cape Rush, Deer Grass, California Gray Rush, Julie Chuparosa, Pacific Wax Myrtle, San Diego Poverty Weed, and other 6 Dick's House of Sport - 100 Los Cerritos Mall

accent shrubs and ground cover. The proposed landscape design incorporates layered planting areas, decorative hardscape features, and pedestrian-oriented spaces intended to soften the appearance of the building and create an attractive setting. As a separate effort, the property owner of the center continues to implement landscape enhancements throughout Los Cerritos Center in accordance with the previously approved Master Tree Plan. These ongoing improvements include the replacement and installation of trees and other landscape materials throughout the shopping center to maintain and enhance the overall appearance of the property.
Pursuant to the Cerritos Municipal Code, a minimum of fifteen percent (15%) of the unbuilt area of the project site is required to be landscaped. Staff has reviewed the conceptual landscape plan and determined that the project exceeds this requirement by providing nineteen percent (19%) new landscaping and enhanced planting areas throughout the site that are consistent with the requirements of the Cerritos Municipal Code and the overall design objectives of Los Cerritos Center.
Art in Public Places
The applicant is aware of the City's Art in Public Places requirement. In lieu of providing artwork for incorporation on-site, the applicant has indicated that they intend to pay the Art in Public Places fee totaling one percent of the valuation of the project for contribution into the Art in Public Places trust fund as required by the Cerritos Municipal Code.
COMPLIANCE WITH THE CITY'S 2021-2029 HOUSING ELEMENT
Earlier this year, the Cerritos City Council approved the rezoning of three (3) sites identified in the City's State-Certified 2021-2029 Housing Element, as required by State housing law. One of these sites, Site B consists of approximately 19.59 acres located within the northwestern portion of Los Cerritos Center and includes the project site. The property was rezoned to Area Development Plan Twenty-One (ADP-21), which allows for the continued operation and redevelopment of commercial uses while also permitting future mixed-use residential development.
As part of the Housing Element, Site B is identified as having the capacity to accommodate up to 375 residential units. The proposed Dick's House of Sport project is located on only a 4.65-acre portion of the 19.59-acre Housing Element site and represents the redevelopment of a former retail department store site. The project does not preclude the future development potential identified in the Housing Element, as substantial acreage remains available within Site B to accommodate future mixed-use residential development opportunities consistent with ADP-21 and the City's Housing Element obligations.
CEQA COMPLIANCE
The project has been evaluated in accordance with the California Environmental Quality Act (CEQA) and the City's Environmental Impact Report Guidelines. The Cerritos 7 Dick's House of Sport - 100 Los Cerritos Mall
Precise Plan 2026-6
July 27, 2026
Department of Community Development has determined that the proposed project is exempt from CEQA review, pursuant to Section 15332 of the State CEQA Guidelines.
Specifically, CEQA's Article 19, Categorical Exemptions, Section 15332, Class 32, Infill Development Projects, addresses those exemptions related to projects characterized as in-fill development meeting certain conditions. These conditions include: consistency with the General Plan and zoning designation and regulations; development on a project site not more than five acres; location on a site that has no value as habitat for endangered, rare or threatened species; no significant effects relating to traffic, noise, air quality, or water quality; and existing access to all required utilities and public services.
To determine whether the project qualifies for the Class 32 Infill Development Exemption, the City retained the services of a third-party environmental consultant, Dudek, including supporting transportation, historic resource, and hazardous materials analyses, evaluated both the demolition of the former Sears building and construction of the proposed Dick's House of Sport project as the whole of the action and concluded that the project qualifies for a CEQA Class 32 Categorical Exemption, with no exceptions to the exemption identified (see Exhibit 24, CEQA Technical Memorandum Cover Letter, and Exhibit 25, CEQA Technical Memorandum dated February 6, 2026). The project meets all criteria for categorically exempt infill development projects as listed in CEQA Guidelines Section 15332 and would not result in a significant effect on the environment Prior to the July 1, 2026, Planning Commission meeting, the City received a public comment letter from the Supporters Alliance for Environmental Responsibility (SAFER) regarding the proposed use of a Class 32 Infill Development Exemption for the project.
The letter generally expressed concerns regarding potential air quality, traffic, and noise impacts associated with the project. However, the letter did not identify any specific deficiencies or inadequacies in the City's environmental analysis or provide substantial evidence demonstrating that the project would result in significant environmental impacts.
Notwithstanding these comments, the City's environmental consultant, Dudek, prepared a comprehensive CEQA Technical Memorandum that evaluated whether the project would result in any significant effects relating to traffic, noise, air quality, or water quality, as required by CEQA Guidelines Section 15332(d). The memorandum analyzed the project as the whole of the action, including the demolition of the former Sears building and construction of the proposed Dick's House of Sport development, and concluded that the project would not result in significant impacts in any of these resource areas. Based on the extensive technical studies included in the memorandum, the consultant determined that the project qualifies for a Class 32 Categorical Exemption under CEQA. A summary of the technical analyses related to traffic, noise, air quality, and water quality is provided below:
(1) Traffic: Under CEQA, transportation impacts are evaluated based on Vehicle Miles Traveled (VMT). Linscott, Law & Greenspan Engineers (LLG) prepared a VMT Screening and Trip Generation Assessment (Attachment B to Exhibit 25, CEQA Technical Memorandum). The analysis concluded that the project satisfies the City's VMT screening criteria due to its location 8 Dick's House of Sport - 100 Los Cerritos Mall
Precise Plan 2026-6
July 27, 2026
within a transit-served area and compliance with the applicable screening thresholds. As a result, the project is screened from further VMT analysis, would result in a less-than-significant transportation impact, and would not create significant traffic impacts under CEQA.
(2) Noise: Dudek prepared a Noise Technical Memorandum (Attachment C to Exhibit 25, CEQA Technical Memorandum) evaluating potential construction and operational noise impacts associated with the project. The study documented existing ambient noise conditions, described the noise modeling methodology, and evaluated construction noise, traffic noise, and stationary operational noise sources. Based on the analysis, the report concluded that construction-related, traffic-related, and operational noise impacts would all be less than significant and that no mitigation measures are required.
(3) Air Quality: Dudek also prepared an Air Quality Analysis (Attachment D to Exhibit 25, CEQA Technical Memorandum) evaluating both construction and operational emissions associated with the proposed project. The analysis concluded that project emissions would remain below the applicable South Coast Air Quality Management District (SCAQMD) significance thresholds and would not conflict with the applicable Air Quality Management Plan. Accordingly, the project would not result in significant air quality impacts, and no mitigation measures are required. (4) Water Quality: The CEQA Technical Memorandum also evaluated potential impacts related to water quality. The analysis concluded that the project would comply with applicable regulatory requirements, including required stormwater management measures, and would not result in significant adverse impacts to water quality.
The technical memorandum further showed the project meets all other criteria for the Class 32 Infill Development categorical exemption as listed in CEQA Guidelines Section 15332 and would not result in a significant effect on the environment.
Furthermore, the proposed project (i) by virtue of its location, will not impact a sensitive environmental resource of hazardous or critical concern; (ii) will not have a cumulative impact on the environment through successive projects of the same type, in the same place, over time; (iii) does not have any unusual circumstances that will have a significant effect on the environment; (iv) does not impact a scenic highway; (v) is not located on a hazardous waste site; and (vi) will not adversely impact a historical resource. Accordingly, none of the exceptions to categorical exemptions set forth in the CEQA Guidelines, Section 15300.2, apply to this project.

FINDINGS
The Planning Commission has made the following findings regarding Precise Plan 2026-6:
1. The proposed Precise Plan conforms to the Cerritos General Plan. The subject property is designated Area Development Plan Twenty-One (ADP-21) in the 2004 General Plan, which is intended to support the continuation of regional commercial activities that generate significant employment opportunities and tax revenues for the City while also permitting future mixed-use residential development. The proposed project consists of the redevelopment of the former Sears site with a new Dick's House of Sport experiential retail and sports activity store. Goal LU-3 of the 2004 General Plan calls for the promotion of growth and vitality of existing commercial centers. In addition, Goal LU-7 of the 2004 General Plan calls for the promotion of infill development on underutilized parcels, and the proposed project has been designed to meet these goals by way of its design in the context of surrounding uses and the upgrade of improvements on the site, while not preclude the future development potential identified in the Housing Element.
2. The proposed project conforms to the applicable land use zoning regulations. The subject property is zoned Area Development Plan Twenty-One (ADP-21).
Pursuant to ADP-21, uses permitted within the Regional Commercial (CR) Zone are allowed, subject to compliance with the development standards of the CR Zone as set forth in Chapter 22.27 of the Cerritos Municipal Code. The proposed Dick's House of Sport development consists of a retail and sports activity store, which is a permitted use within the CR Zone. In addition, the proposed project complies with the applicable site development and intensity standards established by the Cerritos Municipal Code, including building coverage, floor area ratio, landscaping, parking, and architectural requirements.
3. The associated conditions of approval of Precise Plan 2026-6 are necessary to implement the intent and purpose of the Cerritos Municipal Code. Said conditions of approval clarify such areas as construction management, utilities, architectural treatment, privacy, and the type and location of various site elements.

Said conditions of approval clarify such areas as construction management, utilities, architectural treatment, privacy, and the type and location of various site elements.
4. Pursuant to Section 15332 of the California Environmental Quality Act (CEQA) Guidelines, the proposed project is exempt from CEQA review. Any potential adverse impact can be reduced to a level of insignificance through the standards of development included in the Development Code, the City's precise plan and design review process, other Municipal Code requirements, and the conditions of approval of Plan 2026-6.
Furthermore, the proposed project (i) by virtue of its location, will not impact a sensitive environmental resource of hazardous or critical concern; (ii) will not have a cumulative impact on the environment through successive projects of the same type, in the same 14 place, over time; (iii) does not have any unusual circumstances that will have a significant effect on the environment; (iv) does not impact a scenic highway; (v) is not located on a hazardous waste site; and (vi) will not adversely impact a historical resource. Accordingly, none of the exceptions to categorical exemptions set forth in the CEQA Guidelines, Section 15300.2, apply to this project.
SECTION 3. PURSUANT TO THE ABOVE FINDINGS, IT IS RESOLVED that the Cerritos City Council hereby approves Precise Plan 2026-6 subject to all related conditions of approval.
PASSED, APPROVED and ADOPTED this 27th day of July 2026.

Amanda Acuna, Current Planning Manager
City of Cerritos
18125 Bloomfield Avenue
Cerritos, California 90703
Dear Ms. Acuna,
June 24, 2026
The City of Cerritos analyzed the Dick's House of Sport Project pursuant to CEQA and, after evaluation to confirm that the Project met the requirements for a Class 32 Categorical Exemption per CEQA Guidelines Section 15332 In-Fill Development Projects, filed a notice of exemption for the Project with the State Clearinghouse and Los Angeles County Clerk on February 10, 2026 ("NOEff). Indicated in the NOE:
·The Project [analyzed] consists of the demolition of the two-story former Sears building and adjoining merchandising building and loading dock at 100 Los Cerritos Mall, within the Los Cerritos Center. The Project analyzed for the categorical exemption further contemplated a potential future replacement of the Sears with a new two-story Dick's House of Sport and related ancillary outdoor athletic field uses related to store activities on 4.65 acres of land ln Cerritos, California. Site improvements for the Project include underground utility upgrades, landscaping, deep soil mixing and earthwork, certified pad preparation, enhanced pedestrian connections, and adjustments to the interior ring road.ff
Dudek prepared a Categorical Exemption Class 32 Memorandum dated February 6, 2026 analyzing the foregoing. including the proposed demolition of the former Sears buildings and construction of a new two-story Dick's House of Sport and related facilities (collectively, ~Project·). The Memorandum provided detailed analysis in support of the determination that the Project as a whole qualified for a Class 32 Categorical Exemption per CEQA Guidelines Section 15332 In-Fill Development Projects. Both the demolition of the Sears building and the construction of the Dick's House of Sport were included in the analysis, which considers the "whole of the action" so that the full environmental Impact of the entire project was analyzed. The Memorandum, In reliance on supporting technical studies, concluded that the Project qualifies for the Class 32 exemption because it is consistent with local zoning regulations and general plan policies, It Is on a developed ln•fill site that is 5 acres or less in size, it avoids sensitive habitats, It can be adequately served by existing utilities and public services, and would cause no significant traffic, noise, air or water quality Impacts. In addition, the Memorandum determined that no special circumstances existed (these are known as ·exceptions to the use of categorical exemptions"). Specifically, the Project: (1) by virtue of its location, will not impact a sensitive environmental resource of hazardous or critical concern; (ii) will not have a cumulative impact on the environment through successive projects of the same type, in the same place, over time; (iii) does not have any unusual circumstances that will have a significant effect on the environment; (Iv) does not impact a scenic highway; (V) is not located on a hazardous waste site; and (vi) will not adversely impact a historical resource. Accordingly, none of the exceptions to categorical exemptions set forth in CEQA Guidelines, Section 15300.2, apply to this project.
The precise plan being considered by the Planning Commission on July 1, 2026 Is the construction portion of the same Project for which the Memorandum was prepared and the NOE was previously filed, and the Memorandum applies to the separately approved Dick's House of Sport and remains unchanged. 0JDEK.COM
