8B. (continued)

MOTION: It was moved by Hong, and seconded by Pulido, to waive full reading of and adopt Resolution No. 2026-25, A RESOLUTION OF THE CERRITOS CITY COUNCIL APPROVING PRECISE PLAN 1969-5(2026) AMENDMENT, A

PROPOSAL BY THE PROPERTY OWNER TO REMODEL THE EXTERIOR OF THE

EXISTING BUILDINGS AND COMPLETE OTHER RELATED SITE IMPROVEMENTS AT THE CARMENITA PLAZA NORTH SHOPPING CENTER LOCATED AT 13321 - 13349 ARTESIA BOULEVARD AND 17303 CARMENITA ROAD, CERRITOS, CALIFORNIA 90703. THE SUBJECT SITE IS ZONED NEIGHBORHOOD COMMERCIAL (CN) (APNS 7008-015-002, 7008-015-003, AND 7008-015-004) (COUNCIL), inclusive of the amendments to Section 2, paragraph 2, provided below (additional text noted with bold, italicized font):

2. The proposed precise plan amendment substantially conforms with the applicable land use zone. The subject property is zoned Neighborhood Commercial (CN) and the resulting development from the proposed project will be an exterior remodel to existing retail and commercial uses within existing shopping center buildings, which are listed as conditionally and permitted uses in said zone in accordance with Cerritos Municipal Code Chapter 22.25. The proposed project substantially meets the intensity and site development standards set forth in said chapter. While the proposed number parking spaces does not meet the required number of parking spaces, it has been determined that the subject property is legal non- conforming, due to the fact that the shopping center was approved and developed prior to the establishment of the Neighborhood Commercial (CN) zone and the City’s parking standards. Pursuant to Section 23.50.200 of the Cerritos Municipal Code, approval of a precise plan may be given with the parking deficiency, if it is determined that there is no feasible means to achieve the required number of parking stall pursuant to Cerritos Municipal Code requirements. While a total of 209 parking spaces is required, currently, only 192 parking stalls are provided on-site. The project proposes a total of 191 parking stalls, with only a net loss of one (1) parking stall in order for the project to meet the landscaping requirements for the project and accommodate additional site improvement to upgrade the commercial shopping center. Therefore, staff finds that the proposed project substantially complies with the Cerritos Municipal Code and conforms with the applicable land use zone, Neighborhood Commercial (CN).
