SUBJECT: REVIEW AND CONSIDERATION OF CITY CO UNCIL APPOINTMENTS
TO THE CERRITOS ADVISORY BOA RDS (COMMISSIONS AND
COMMITTEES) (2025-2027 TERM)
BACKGROUND
Over the years, and in the spirit of encouraging and inviting the participation and input of its residents, the City of Cerritos has established various community Advisory Boards (commissions and committees). The Advisory Boards apprise the City Council on various subject matters within the City's jurisdiction and serve as the City Council's liaisons to the community with regard to their designated duties, responsibilities, and scope of authority.
Advisory Boards are created, augmented, or disbanded pursuant to the business, operational, financial, and advisory needs of the City at various points in time.
The City currently has seven (7) Advisory Boards, inclusive of five (5) Commissions and two (2) Committees, established by resolution and/or ordinance. There are forty-five ( 45) total member positions. The City's current Advisory Boards are as follows:
• Economic Development Commission (5 members)
• Parks and Recreation Commission (5 members)
• Planning Commission (5 members)
• Property Preservation Commission (5 members)
• Senior Services Commission (5 members)
• City Celebrations Committee (10 members)
• Community Safety Committee (10 members)
There is currently one (1) unscheduled vacancy on the Economic Development Commission (EDC) and one (1) unscheduled vacancy on the Planning Commission (PC). In accordance with California Government Code § 54974(a), official notices of unscheduled vacancy must be posted for ten (10) working days, prior to appointment to fill the vacancy(ies).
An official notice of unscheduled vacancy for the vacancy on the EDC was posted on June 9, 2026. An official notice of unscheduled vacancy for the vacancy on the PC was posted on August 11, 2026. Appointments to fill these seats may be made at the Monday, August 24, 2026 City Council/Successor Agency Regular Meeting or a subsequent publicly noticed City Council Meeting.

2 Appointments to the City of Cerritos Advisory Boards
August 24, 2026
General Advisory Board Appointments and Requirements
Each City Councilmember nominates one (1) individual to each five-member body and two (2) individuals to each ten-member body, from the pool of eligible applicants. Each nomination is subject to majority approval of the City Council. Appointees serve two-year service terms (actual term length depends on date of appointment) and may serve for an additional period of up to ninety (90) days until their successors are appointed. This provides for continuity of operations on the Advisory Boards if a nominating Councilmember ceases to serve upon the City Council.
All Advisory Board members are currently required to be Cerritos residents, with the exception of the Economic Development Commission (EDC). EDC members must be Cerritos residents or own a business in the City of Cerritos. Senior Services Commission members must be Cerritos residents, and age 50 years of age or older at the time of appointment. In accordance with the City of Cerritos Guidebook for Elected and Appointed Officials, all future appointees to Cerritos Advisory Boards are required to complete a civic academy program led by City staff (i.e., the L.E.A.D. Cerritos program) within eighteen (18) months of appointment.
FINDINGS
All applications submitted have been reviewed for eligibility in accordance with the California Government Code and City requirements. Applications will be accepted on an ongoing basis until all positions are filled.
Anti-Nepotism Law
City Charter Section 609 sets forth an "anti-nepotism" law applicable to all Councilmembers.
Specifically, neither the Mayor nor Councilmembers may appoint any person, who is a relative within the third degree of the Mayor or any other Councilmember, to a City board, commission, committee, or other advisory body. "Relative within the third degree" is defined as a spouse, son, daughter, mother, father, brother, sister, grandchild, grandparent, aunt, uncle, niece, nephew, great-grandchild, or great-grandparent. This law expressly applies to relatives by blood or marriage, and half-relatives, step-relatives, and in-laws are included as relatives. It also expressly precludes the appointment by the Mayor or a Councilmember of another Councilmember's relative within the third degree.
The names of all applicants whose applications have been verified for eligibility and are on file in the Office of the City Clerk, are included as an attachment to this agenda report (Exhibit 1). City Councilmembers should review the applicant names and ensure that neither nominations, nor appointments, are made in violation of the City Charter Anti-Nepotism law.
FISCAL IMPACT
The costs related to the Advisory Boards are included in the Annual Combined Financial Program (City Budget). These costs include monthly stipend payments, meeting management, meeting preparation, and honoraria and are referenced in the adopted City Budget.
3 Appointments to the City of Cerritos Advisory Boards August 24, 2026
CONCLUSION
The City Council has determined the Advisory Boards provide necessary business, operational, financial, and advisory services to apprise the City Council on various subject matters within the City's jurisdiction. Each City Councilmember may nominate one (1) individual to each 5-member body (commission) and two (2) individuals to each 10-member body (committee) from the pool of eligible applicants. Each nomination must be confirmed by majority action of the City Council. A current, comprehensive list of City appointments is attached to this agenda report (Exhibit 2).
RECOMMENDATION
It is staff's recommendation that the City Council:
1. Review and consider the information provided in this report and open public comment; and
2. Nominate individuals from the eligible pool of applicants to serve the remainder of the 2025-2027 term, through April 30, 2027, for each vacant Advisory Board position, subject to the City Charter Anti-Nepotism law and subsequent majority approval of the City Council; or
3. Defer their nominations to a future meeting date; or
4. Provide alternate direction to staff.
