SUBJECT: APPROVAL OF FISCAL YEAR 2025-26 BUDGET AMENDMENT
BACKGROUND
In accordance with Joint Budget Resolution No. 2025-19 / No. CSA 2025-02 and the Strategic Financial Plan and Budget Preparation Policy (Policy 2.04) as adopted by the City Council, the following information serves to notify the City Council of an amendment to the Fiscal Year 2025-26 Budget. The following section summarizes the budget amendment as proposed:
1. Account/Project: 110211-61120 (County Building & Safety Services - Expenditures) - $162,000
LYNDA P. JONNSON
MAYOR
110211-41110 (Building Permits - County - Revenues) -
$574,000
Justification: A budget amendment of $162,000 is requested for the Building & Safety Services account to address increased expenditures resulting from a rise in construction/inspection activity and development projects citywide, particularly in Spring/Summer 2026. The City contracts with the County of Los Angeles to provide Building & Safety services, including plan check and inspection services. These expenditures are pass-through expenses, with project applicants bearing the costs of these services. Due to the increase in development activity toward the end of Fiscal Year 2025-2026, both expenditures and revenues exceeded the amounts originally budgeted. In addition to the expenditure amendment, a budget amendment of $574,000 is requested for Revenue Account 110211-41110 to reflect additional revenues received during Fiscal Year 2025-2026. The significant increase in revenue is attributed to an increase in permit activity and fees. Due to the County permit fee structure for permit issuance and the fee structure for cost of hourly County services to the City, the City is able to offset the difference for any services. These amendments are fully offsetting and do not require the use of additional General Fund resources.
