CERRITOS CITY COUNCIL AUTHORIZING THE CITY

MANAGER TO SIGN AND FILE A FINANCIAL ASSISTANCE

APPLICATION ON BEHALF OF THE CITY OF CERRITOS

THROUGH THE STATE WATER RESOURCES CONTROL BOARD
EMERGING CONTAMINANTS FUNDING PROGRAM FOR THE C4 WELL SITE AND WATER TREATMENT DESIGN, PROJECT NO. 23502 Included in the Fiscal Year 2026-2027 Adopted Budget, the C-4 Well Site and Water Treatment Design, Capital Project No. 23502, provides for the design and construction of a new well and water treatment system to treat constituents in groundwater extracted from the well. The project includes pilot testing, design, and construction of a best available treatment system to ensure the City's water supply continues to meet applicable state and federal drinking water standards.

The California State Water Resources Control Board (State Water Board) provides financial assistance for eligible drinking water projects that address emerging contaminants. Staff has identified this funding opportunity as a potential source of financial assistance to offset construction costs associated with the C-4 Well project.

Through this opportunity, the City is seeking approximately $11 .5 million to support the construction of a new well and water treatment system. As part of the grant application process, the State Water Board requires the City's governing body to adopt a resolution authorizing the submittal of a grant application and designating the City Manager, or designee, as the City's authorized representative to execute the necessary application documents on behalf of the City. The application filing deadline is September 9, 2026.

The City is working diligently to complete and submit its grant application in advance of LYNDA P. JOHNSON

the State Water Board's deadline and is hopeful that the application will be favorably considered for funding. The requested grant funding would approve critical financial support for necessary repairs and improvements at the C-4 Well, which are essential to maintain the welt's continued operation and supporting the City's ability to replace and provide ongoing treatment of Cerritos' water supply.

FISCAL IMPACT
There is no fiscal impact associated with submitting the grant application for financial assistance. If awarded, the funding would offset eligible City costs associated with the C-4 Well Site and Water Treatment Design project through completion of construction.

Subject to obtaining necessary funding, construction is anticipated to begin in April 2027 and be completed by December 2028.
