AGENDA REPORT
Honorable Mayor and Members of the City Council
Cynthia Nava, City Clerl{JN
September 28, 2026

REVIEW AND CONSIDERATION OF THE MAYOR'S NOMINATIONS

FOR APPOINTMENTS TO INTERNAL AD HOC WORKING GROUPS

AND EXTERNAL BOARDS, COMMISSIONS, AND COMMITTEES
The City Council has determined the need for members of the City Council, residents, and community members to serve in an advisory or representative capacity upon internal ad hoc working groups and external boards, commissions, and committees. The various appointees serve as the City Council's designated liaisons to the respective bodies and represent the City's interests in local, regional, State, and Federal matters.

The City Council continuously evaluates the complement of internal ad hoc working groups and external boards, commissions, and committees and determines whether periodic modifications are necessary to meet short-term or temporary goals. The City Council may create, modify, disband, or withdraw from the various bodies as ongoing or future business, legislative, operational, or strategic needs of the City are modified.

Appointment Category Descriptions
City Councilmember Internal Ad Hoc Working Group appointments Internal ad hoc working group appointments are assigned to individual City Councilmembers based upon the City Council's business and advisory needs at various points in time. The individual members are designated by the City Council membership as a whole, to provide evaluation and/or liaison service regarding the assigned subject matter. The appointments are temporary in nature (less than one year) and do not have a regular meeting schedule.

Internal ad hoc working groups are comprised of less than a quorum of the City Council, typically with just one (1) or two (2) members assigned.

City Councilmember External Boards, Commissions. and Committee appointments External board, commissions, and committee appointments are made for individual City Councilmember service on external bodies, which are not governed or controlled by the Cerritos City Council. However, these external bodies often control or administer matters in which the City has a significant ongoing interest. Service upon these external bodies allows the City to participate in legislative decision-making and remain influential regarding matters which impact the community's quality of life. A primary delegate and one (1) or more alternates are appointed from among the City Council membership to each external body.

Certain external bodies are subject to California open meeting laws, may require the appointees to file statements of economic interests (Form 700) or other regular financial disclosures, and may offer a per-meeting or other type of monetary stipend to the respective appointees.

Resident/community member appointment/nomination to external bodies The City Council ratifies, recommends, or appoints Cerritos residents or community members to serve upon various external bodies which are not formed by the City Council, but for which the City is represented. These external bodies govern or provide advisory service on topics in which the City has an interest or is required by agreement to provide a nomination or appointee. The method for selection of individuals is set by the external body, and/or Federal/State law, and this information is presented to the City Council prior to their ratification or approval of an appointee. Certain external bodies are subject to California open meeting laws, may require the appointees to file statements of economic interests (Form 700) or other regular financial disclosures, and may offer a per-meeting or other type of monetary stipend to the respective appointees.

Appointment Process
Generally, after each annual Mayoral Transition, the newly designated Mayor presents their nominations of individual Councilmembers, residents, and community members recommended for service on internal ad hoc working groups, and as delegates and alternates on external boards, commissions, and committees. Final appointments are subject to the majority approval of the City Council. The current "Mayor's Annual Appointments List" is included with this report as Exhibit 1.

Upon approval of the appointments and pursuant to the California Political Reform Act, the Office of the City Clerk prepares and posts a Fair Political Practices Commission (FPPC) "Agency Report of Public Official Appointments (Form 806)" to the City's website. The Form 806 (Exhibit 2) is updated and reposted each time appointments are made to external positions in which a City Councilmember would receive a monetary stipend. Additionally, the Office of the City Clerk will coordinate the dissemination of contact information to the respective external bodies and appointees.

Additionally, upon approval of the appointments, the Office of the City Clerk updates the City's comprehensive "City of Cerritos Appointments" brochure (Exhibit 3). This document is posted to the City's website and physical posting locations, and is available in hard copy format in the Office of the City Clerk.

Southeast Los Angeles County Workforce Development Board (SELACO WDB) The Southeast Los Angeles County Workforce Development Board (SELACO WDB) is a private, non-profit corporation with the mission of providing business solutions for employers seeking a trained workforce and funds to access upskill training for existing and new employees. It was first established in 1983 through a public Joint Powers Authority (JPA) agreement and now operates under the Federal Workforce Innovation Opportunity Act (WIOA). The JPA consists of the cities of Artesia, Bellflower, Cerritos, Downey, Hawaiian Gardens, Lakewood, Norwalk, and Paramount.

The WIOA requires that a local general purpose business organization identify and nominate private sector individuals representing the business community to serve on the SELACO WDB Board of Directors. Each City Council then considers for confirmation the two (2) 2 3

nominated individuals who serve independent two-year staggered terms. The confirmed names are forwarded to the SELACO WDB Policy Board, of which the City is a member, for final approval.

Currently, as a result of a recent resignation, one (1) unscheduled vacancy exists on the SELACO WDB Board of Directors for the position with a term ending June 30, 2028. As stated above, a nomination must be received by a local general purpose business organization, prior to confirmation by the City Council, to fill this seat. This vacancy is the result of a recent resignation.

On September 21, 2026, the City received a form furnishing a nomination of a private sector individual from the Filipino American Chamber of Commerce of Cerritos (FAC3), a local general purpose business organization, to serve as the City's other representative on the SELACO WDB Board of Directors (Exhibit 4). The FACCC has nominated the following individual to serve the term ending June 30, 2028 on the SELACO WDB:

Name
Joachim Ro

FINDINGS
2026-27 Mayoral Nominations
Term
Remainder of term ending June 30, 2028
On April 8, 2026, the City Council/Successor Agency conducted its Annual Mayoral Transition. As a result of that proceeding, Mayor Johnson may present her nominations of individual Councilmembers, residents, and community members for service on internal ad hoc working groups, and as delegates and alternates on external boards, commissions, and committees for the 2026-27 term, or defer consideration of this item to a future meeting.

Appointments are subject to City Council majority approval.

On occasion, neither the City Council-appointed delegate or alternate is available to attend a scheduled meeting and there is insufficient time to schedule an agenda item for City Council consideration of another alternate. The Mayor is authorized, in such cases where time is constrained, to assign another City Councilmember to attend the scheduled meeting. In such instances, a verbal report of the Mayor's urgency appointment is presented at the next scheduled City Council meeting, along with timely posting of an updated Form 806 to the City's website, as necessary.

FISCAL IMPACT
The costs related to City service on external boards are included in the Annual Combined Financial Program (City Budget). These costs include membership and conference fees, and travel expenses. For Fiscal Year 2026-27, a total amount of $50,000 is allocated in the City Council Training and Meeting (110111-53080) budget line item.

RECOMMENDATION
It is staff's recommendation that:

The Citizen's Task Force (CTF) is a
committee composed of representatives of community organizations and school representatives who provide input on
instructional programs.

Cerritos Membership: One member/
nominated by the Mayor, subject to City
Council approval Committee typically begins meeting in
September of the respective Academic
Year
Formed in 1952, the GLACVCD is a public
health agency that is enabled and
empowered as a result of legislation
incorporated in the California State Health
and Safety Code to provide ongoing
mosquito and vector control for its
residents.

Board members set policy, establish the
budget, approve expenditures, and retain legal counsel.

The City Council of each city in the
District appoints one member of the
community, who must be a voter and
resident of the city. They are appointed to
serve a full two or four-year term. Once
appointed, the representative cannot be
removed at-will by the appointing city.

Established in 1983, SELACO WDB provides
business solutions providing business solutions
for employers seeking a trained workforce and funds to access upskill training for existing and new employees via the Federal Workforce
Innovation Opportunity Act (WOIA). Board
members receive and review meeting agenda packets; participate in annual retreats; support standing; and promote SELACO WDB services
to colleagues and stakeholders.

Federal law requires a general purpose business
organization in each city nominate private
sector individuals representing the business
community to serve on the Board of Directors.

Each city council considers for confirmation the
two nominated individuals who serve
independent two-year staggered terms. The
confirmed names are forwarded to the SELACO
WDB Polley Board final approval. The Cerritos
Regional Chamber of Commerce has been the
local general business organization to identify
and nominate individuals for board service.
