AWARD OF CONTRACT FOR ON-CALL ANNUAL PLUMBING
MAINTENANCE FOR THE CITY OF CERRITOS, RFP NO.
1573-26
Most facilities owned and maintained by the City of Cerritos feature potable water and wastewater systems that are essential to the safe and continuous operation of those facilities. The City's Maintenance Division is experienced in performing a wide range of routine plumbing repairs and maintenance activities associated with these systems.

However, certain repairs and maintenance may exceed the scope or complexity of work that can be performed by City staff and require the services of a qualified licensed plumber.

The City previously maintained a plumbing services contract to provide supplemental plumbing repair and maintenance services. The contract was initially established for a one-year term beginning in September 2017, with four ( 4) additional one-year extension options. Following the exercise of all available extensions, the contract expired in September 2022. The City subsequently issued a request for proposals (RFP) to establish a new contract with a qualified licensed plumber to provide these services on an as-needed basis.

FINDINGS
On July 31, 2026, staff advertised an RFP to solicit proposals for annual plumbing maintenance services outside the expertise of City staff. Four ( 4) prospective plumbing service providers requested the RFP information. In response to the RFP, on August 26, 2026, the Office of the City Clerk received three (3) proposals, all of whi ch were thoroughly evaluated by staff and rated based upon the following criteria:
• Completeness of the proposal;
• Contractors' demonstrated understanding of the scope of work; • Feedback received from references; and

• The total fee for the proposal.

Based upon this review, staff ranked the proposals from the most responsive to least responsive. The rankings and associated costs for each respondent are included in Exhibit 1 - Cost Summary. In accordance with respondent rankings, Norwalk-La Mirada Plumbing & Heating Co, Inc. of Norwalk, which has many years of experience providing the majority of the City's plumbing services, ranked first. As such, staff recommends that the City Council award an annual contract with Norwalk-La Mirada Plumbing & Heating Co, Inc. as the City's primary plumbing services contractor.

Staff is also recommending the award of an annual contract to Verne's Plumbing Inc. of Buena Park as the City's secondary plumbing services contractor, which submitted the second-ranked proposal. Maintaining agreements with two qualified contractors will allow staff to respond more quickly to plumbing issues, provide greater flexibility in addressing service needs, and provide the City with additional capacity when the primary contractor is unavailable or unable to respond within the required timeframe.

The agreements will also allow staff to obtain comparative proposals from both contractors for unusual, specialized, or complex projects when appropriate. Staff checked references for both contractors and has also confirmed that neither has a previous history of litigation with the City of Cerritos.

Awarding contracts to both contractors will provide the City with qualified resources to address routine, specialized, and emergency plumbing needs while maintaining flexibility to obtain competitive pricing for larger or more complex work. Staff recommends that the City authorize a two-year contract with Norwalk-La Mirada Plumbing & Heating Co, Inc. and Verne's Plumbing Inc., for annual plumbing maintenance services, with three (3) one-year extension options.

Based on historical expenditures, the City's plumbing maintenance costs over the past three (3) fiscal years have averaged approximately $90,000 annually. Accordingly, staff recommends authorizing a not to exceed amount of $90,000 annually combined for both contracts to provide adequate budget authority for plumbing maintenance services on an as needed basis. This amount represents the City's anticipated annual task order authority for plumbing maintenance services and is not an allocation of $90,000 to each contractor. Task orders will be issued to either contractor on an as-needed basis, depending on the nature, urgency, availability, and cost of the required services.

FISCAL IMPACT
There is no immediate fiscal impact from approving these agreements, as no work is assigned until task orders are issued; however, the total proposed annual authorization limit for plumbing maintenance is $99,000. This includes a proposed cost of $90,000 and a 10% contingency of $9,000 to cover any extraordinary plumbing maintenance.

Task orders will be issued to the contractors on an as-needed basis, and expenditures will only be incurred for services authorized through those task orders.

The approved Combined Financial Program for Fiscal Year 2026-2027 identifies sufficient funding in the Maintenance Division's operating budget for plumbing maintenance services. Therefore, no additional funds or budget transfers are needed for this purpose. 3 Annual Plumbing Maintenance for the City of Cerritos, RFP No. 1573-26 September 28, 2026

1. Award a two-year annual contract with provisions to extend up to three (3) oneyear extensions for On-Call Annual Plumbing Maintenance for the City of Cerritos to Norwalk-La Mirada Plumbing & Heating Co, Inc. of Norwalk, RFP No. 1573-26; and

2. Award a two-year annual contract with provisions to extend up to three (3) oneyear extensions for On-Call Annual Plumbing Maintenance for the City of Cerritos to Verne's Plumbing Inc. of Buena Park, RFP No. 1573-26; and

3. Reject all other proposals received in response to RFP No. 1573-26; and
