AWARD OF CONTRACT FOR ON-CALL CONCRETE SLICING IN

THE CITY OF CERRITOS
The Fiscal Year 2026-2027 Combined Financial Program provides funding for annual sidewalk, curb and gutter rehabilitation in various locations within the City of Cerritos.

The City of Cerritos maintains approximately 242 miles of sidewalks and 256 miles of curbs and gutters throughout the City. Over time, concrete surfaces can become uneven due to settlement, tree root growth, deterioration, and other factors, creating trip hazards and potentially affecting safe pedestrian access. The City routinely identifies and addresses these conditions as part of its ongoing efforts to maintain safe and accessible public infrastructure.

Concrete slicing provides an efficient method for removing raised sections of concrete and reducing vertical offsets between adjacent concrete panels. The process can address trip hazards without requiring the complete removal and replacement of otherwise serviceable concrete, allowing the City to address additional locations in a more cost-effective manner while minimizing impacts to surrounding areas.

The City's Maintenance Division addresses many concrete-related maintenance needs as part of its regular operations. However, certain repairs require specialized equipment and services that are not readily available in- house. Establishing a citywide contract for concrete slicing services would provide staff with access to a qualified contractor on an on-call basis to address identified trip hazards and other concrete maintenance needs in a timely manner. The City receives approximately 120 concrete repair requests annually, with approximately 524 requests currently outstanding. Establishing an oncall concrete slicing service would help the City address this backlog more efficiently and respond to additional repair requests as they are received.

FINDINGS
Through the City's existing regulatory and policy framework, contracts established by participating public agencies or cooperative purchasing organizations may be made available for use by the City of Cerritos when such arrangements are determined to be in the City's best interest and are consistent with applicable purchasing requirements.

The City of Cerritos is a member of the California Joint Powers Insurance Authority (CJPIA), a joint powers authority that provides a variety of risk management and related services to its member agencies. On February 15, 2023, the CJPIA entered into a Master Services Agreement with Precision Concrete Cutting, Inc. to provide CJPIA members access to professional sidewalk inspection and maintenance services. The CJPIA master service agreement with Precision Concrete Cutting, Inc. provides an established contractual framework through which the City of Cerritos may obtain these services, which includes concrete sidewalk, curb and gutter repairs and other miscellaneous construction improvements, without conducting a separate solicitation, subject to the terms and conditions of the applicable cooperative purchasing agreement and the City's purchasing requirements.

COOPERATIVE PURCHASE AGREEMENT
Pursuant to Section 3.20.060 of the Cerritos Municipal Code (CMC) and Section 8.03.040 of the City's Purchasing and Contracting Policy (PCP), the City may procure equipment, supplies, and maintenance services through cooperative agreements without formal bidding. These provisions also allow for the use of cooperative agreements and solesource justification when deemed in the best interest of the City. Staff recommends that the City authorize a two-year contract with Precision Concrete Cutting, Inc., a CJPIA vendor, for annual sidewalk, curb and gutter rehabilitation and maintenance services, with three (3) one-year extension options.

FISCAL IMPACT
The approved Combined Financial Program for Fiscal Year 2026-2027 identifies Capital Project No. 13054, Annual Sidewalk Curb and Gutter Rehabilitation with a budgeted amount of $500,000. It provides funding for concrete sidewalk, curb and gutter repairs and other miscellaneous maintenance improvements in various locations within the City of Cerritos. Accordingly, it provides sufficient funding to cover a contract authority of up to $500,000 annually.

Staff recommends awarding a three-year contract with contract authority of up to $500,000 annually, with work to be authorized through individual task orders. In future years, the budgeted amounts within Combined Financial Programs will dictate the amount of work that can be completed under the annual contract, as directed by the City Council.

RECOMMENDATION
Staff recommends the following to the City Council :

1. Award a two-year annual contract with provision to extend it for up to three (3) one-year extensions for on-call concrete slicing to Precision Concrete Cutting, Inc. for a not-to-exceed amount of $500,000 annually; and 3 Award of Contract for On-Call Concrete Slicing
