AWARD OF CONTRACT FOR GENERATOR AND RELATED
HARDWARE SERVICES FOR THE CITY OF CERRITOS, RFP

The City currently utilizes backup emergency generators serving a variety of facilities, including the Corporate Yard, C-2 Well and Booster Station, C-1 Well, C-4 Well, the Sheriff's Station, the Cerritos Center for the Performing Arts, City Hall and the Civic Center parking structure. These units are designed to activate when Southern California Edison power supply is interrupted and will provide electric power for key systems at each facility. The generators require routine semi-annual and annual maintenance, and occasional emergency repairs. The routine maintenance typically includes testing, servicing and parts replacement, as needed.
FINDINGS
On August 14, 2026, staff advertised a request for proposals (RFP) to solicit proposals for generator and related hardware services. Three (3) prospective generator and related hardware services providers requested the RFP information.
In response to the RFP, on September 2, 2026, the Office of the City Clerk received one (1) proposal from Global Power Group Inc., of Lakeside, CA. The proposal was thoroughly evaluated by staff based on the following criteria:
• Completeness of proposal;
• Contractor's demonstrated understanding of the scope of work; • Feedback received from references listed on the Reference Sheet; and • The total fee for the proposal.
Global Power Group, Inc. provided pricing for annual and semi-annual maintenance services for the generators and related hardware, as well as regular and overtime hourly rates. The annual cost for Global Power Group, Inc. to provide these services LYNDA P. JOHNSON

is $157,645. Upon completion of the proposal evaluation, staff determined that Global Power Group, Inc.'s proposal was responsive to the requirements of the RFP.
Global Power Group, Inc., has provided generator service to the City of Cerritos since 2017. During this time, they have responded quickly to the City's generator emergencies and provided excellent routine generator maintenance service. Based on the responsiveness of the proposal, the firm's experience with the City, and its history of providing reliable generator services, staff recommends awarding a contract to Global Power Group, Inc. for generator and related hardware services in the amount of $157,645.
FISCAL IMPACT
The estimated annual cost for generator and related hardware services is $173,409.50. This includes the proposed cost of $157,645 and a 10% contingency of $15,764.50 to cover routine and emergency repairs. The approved Combined Financial Program for Fiscal Year 2026-2027 identifies sufficient funding in the Maintenance Division's and Water Division's operating budgets for generator and related hardware services.
RECOMMENDATION
Staff recommends the following to the City Council:
1. Award a two-year contract with provisions to extend up to three (3) one-year extensions for Generator and Related Hardware Services for the City of Cerritos, RFP No. 1574-26 to Global Power Group, Inc., in the amount of $157,645 annually; and
2. Authorize the City Manager or his designee to execute the contract and any contract-related amendments, up to the approved 10% contingency of $15,764.50 annually, in accordance with the City's adopted Purchasing and Contracting Policy.
