AWARD OF CONTRACT FOR REPLACEMENT OF PLAYGROUND

SURFACING AT BROOKHAVEN PARK
The 2026-27 City of Cerritos Combined Financial Program identifies a capital project for a citywide playground resurfacing program (Project No. 23106). With a budgeted amount of $100,000, this program is designed to address any improvements related to playground surfacing at the City's recreation facilities.

FINDINGS
Staff has identified Brookhaven Park as a priority for playground surfacing refurbishment.

The condition of the current surfacing has deteriorated over time, and replacement is necessary to improve the overall safety, accessibility, and functionality of the playground.

The proposed project is limited to the replacement of the existing playground surfacing and does not include any modifications or improvements to the playground equipment.

Staff obtained a quote from Robertson Recreational Surfaces for the project in the amount of $80,969. The proposed scope of work includes removal and disposal of the existing surfacing, addition and re-compaction of the aggregate subbase, installation of new International Play Equipment Manufacturers Association (IPEMA) certified poured-inplace safety surfacing, and installation of temporary fencing for the duration of the project.

The proposed poured-in-place surfacing is intended to provide a durable, resilient, and impact-attenuating surface appropriate for playground use.

Robertson Recreational Surfaces is an authorized vendor under OMNIA Partners Contract No. R230202, a cooperative purchasing contract available to participating public agencies.

Utilization of a cooperative purchasing agreement allows the City to obtain the proposed services under competitively established contract terms and pricing without obtaining formal bids.

Pursuant to the City of Cerritos Purchasing and Contracting Policy, Section 8.03.040, a formal competitive bid process is not required for the purchase of services made through a cooperative purchasing contract. Accordingly, staff determined that the proposed LYNDA P. JOHNSON
