AWARD OF CONTRACT FOR SUPPLY AND DELIVERY OF

SODIUM HYPOCHLORITE
The City of Cerritos Department of Public Works, Water Division utilizes sodium hypochlorite in the City's potable water system as a disinfectant to maintain water quality and ensure the continued delivery of safe drinking water to customers. In addition, the Maintenance Division uses sodium hypochlorite for routine disinfection and treatment of swimming pool water at the Cerritos Olympic Swim and Fitness Center to maintain sanitary conditions and required water quality standards.

FINDINGS
The Foundation for California Community Colleges (FoundationCCC), in partnership with the Association of Independent California Colleges and Universities, issued Request for Proposal (RFP) No. 26-002 for Pool Equipment, Balls, Pool Covers, Mechanical Devices, Chemicals, Supplies and Services. The RFP was competitively solicited and evaluated by FoundationCCC for use by California Community Colleges, other educational institutions, and public agencies.

Following the competitive procurement process, FoundationCCC awarded Master .

Services Agreement No. 00014442 to Waterline Technologies, Inc. (Waterline). The agreement includes various pool and water treatment chemicals, including 12.5% NSFcertified sodium hypochlorite solution. The term of the master agreement is July 1, 2026 through June 30, 2031. Staff has determined that utilizing the FoundationCCC agreement provides the City with an efficient means of procuring sodium hypochlorite under competitively established terms and pricing while ensuring a reliable source of this chemical for City operations.

Page 2 ends

Staff recommends authorizing a total of $110,000 annually for the purchase and delivery of sodium hypochlorite to meet the operational needs of the Water and Maintenance Divisions. This amount will provide sufficient budget authority to accommodate potential price fluctuations, changes in chemical usage, and other unforeseen operational needs.

Of this amount, $60,000 would be allocated to the Water Division and $50,000 to the Maintenance Division. This authorization will provide sufficient budget authority to meet the operational needs of both divisions and ensure a reliable and uninterrupted supply of sodium hypochlorite throughout the fiscal year.

COOPERATIVE PURCHASE AGREEMENT
Pursuant to Section 3.20.060 of the Cerritos Municipal Code (CMC) and Section 8.03.040 of the City's Purchasing and Contracting Policy (PCP), the City may procure equipment, supplies, and services through cooperative agreements without formal bidding. These provisions also allow for the use of cooperative agreements and sole-source justification when deemed in the best interest of the City.

FoundationCCC Master Services Agreement No. 00014442 is expressly available for use by public agencies as participating agencies. Accordingly, staff recommends that the City utilize the agreement as a cooperative purchase agreement and enter into a fiveyear (5) contract with Waterline for the supply and delivery of sodium hypochlorite. The FoundationCCC agreement is effective through June 30, 2031, and provides participating agencies access to the products and pricing established through RFP No. 26-002.

FISCAL IMPACT
The total proposed estimated annual cost for supply and delivery of sodium hypochlorite is $121,000. This amount includes an annual contract with Waterline in the amount of $110,000 and a 10% contingency of $11,000 to cover unanticipated increases in chemical usage or pricing.

The approved Combined Financial Program for Fiscal Year 2026-2027 identifies sufficient funding in the Water and Maintenance Divisions' operating budgets for the purchase of sodium hypochlorite. In the event additional funds are required, staff will return to the City Council to request additional funds, if necessary.

RECOMMENDATION
Staff recommends the following to the City Council:

1. Award a contract to Waterline Technologies, Inc. in the amount of $110,000 annually for a five-year period for the supply and delivery of sodium hypochlorite for the City of Cerritos, pursuant to Foundation for California Community Colleges Master Services Agreement No. 00014442; and

2. Authorize the City Manager, or his designee, to execute any contract-related amendments, up to a 10% contingency of $11,000 annually, in accordance with the City's adopted Purchasing and Contracting Policy.
