AWARD OF CONTRACT FOR WATER DISTRIBUTION PARTS
The Water Division in the City of Cerritos Department of Public Works routinely purchases water distribution parts and related supplies necessary for the operation, maintenance, and repair of the City's potable water distribution system. These materials include pipes, valves, fittings, and other appurtenances used for routine maintenance, emergency repairs, and water system improvement projects.
Maintaining an adequate and reliable supply of water distribution parts is necessary to allow Water Division staff to promptly perform repairs and maintenance and minimize disruptions to the City's water system.
FINDINGS
The City of Monterey Park issued Specification No. 2026-W0l for the procurement of pipe parts and related supplies for its Water Division. The solicitation was competitively bid and included unit pricing for various pipe parts and related supplies commonly used for water system operations. Following its competitive procurement process, on June 17, 2026, the City of Monterey Park awarded a contract to S & J Supply Co., Inc. (S & J), for the purchase of pipe parts and related supplies. The resulting contract establishes competitively solicited unit pricing for materials that may be purchased on an as-needed basis.
Staff has reviewed City of Monterey Park Specification No. 2026-W0l and the resulting contract awarded to S & J and determined that utilizing the contract provides t he City with an efficient and cost-effective means of procuring water distribution parts and related supplies needed for City operations. Staff recommends that the City utilize the contract awarded to S & J pursuant to Monterey Park Specification No. 2026-W0l as a piggyback contract for the purchase of water distribution parts and related supplies.

2 Award of Contract for Water Distribution Parts
September 28, 2026
PIGGYBACK CONTRACT
Pursuant to Section 3.20.060 of the Cerritos Municipal Code (CMC) and Section 8.03.040 of the City's Purchasing and Contracting Policy (PCP), the City may procure equipment, supplies, and services through contracts competitively solicited by another public agency when such procurement is determined to be in the best interest of the City.
The City of Monterey Park competitively solicited Specification No. 2026-W0l for pipe parts and related supplies and subsequently awarded a contract to S & J. Accordingly, staff recommends that the City utilize the contract awarded to S & J pursuant to Monterey Park Specification No. 2026-W0l as a piggyback contract for the purchase of water distribution parts and related supplies. The City of Monterey Park agreement is effective through June 30, 2029.
Utilizing the S & J contract will provide the Water Division with access to competitively established pricing for materials necessary to support routine maintenance, emergency repairs, and other operational needs of the City's water distribution system.
FISCAL IMPACT
The total proposed authorization for the as-needed purchase of water distribution parts and related supplies from S & J is $104,500 annually. This amount includes an annual contract with S & J in the amount of $95,000 and a 10% contingency of $9,500 to cover unforeseen operational needs.
The approved Combined Financial Program for Fiscal Year 2026-2027 identifies sufficient funding in the Water Division's operating budget for the purchase of water distribution parts and related supplies. Purchases will be made on an as-needed basis based on the City's operational needs. In the event additional funds are required, staff will return to the City Council to request additional funding, if necessary.
RECOMMENDATION
Staff recommends the following to the City Council:
1. Award a contract to S & J Supply Co., Inc., in the amount of $95,000 annually for a three-year period for water distribution parts and related supplies for the City of Cerritos, pursuant to City of Monterey Park Specification No. 2026-W0l; and
2. Authorize the City Manager, or his designee, to execute any contract-related amendments, up to a 10% contingency of $9,500 annually, in accordance with the City's adopted Purchasing and Contracting Policy.
