APPROVAL OF A CHANGE ORDER FOR METRO INTERSECTION
(HOT SPOTS}, PROJECT NO. 19301, BID NO. 1543-24
In June 2019, the City of Cerritos entered into a funding agreement with the Los Angeles County Metropolitan Transportation Authority (LACMTA) for improvements identified through the SR-91/I-605/1-405 Congestion Hot Spots Feasibility Report, which identified two intersections within the City for improvements: South Street and Carmenita Road, and Artesia Boulevard and Bloomfield Avenue. The design of the improvements was managed and completed by LACMTA.
In September 2021, the funding agreement was amended to provide funding for the construction of improvements at the Artesia Boulevard and Bloomfield Avenue intersection, through the use of restricted Measure R funds. As such, Capital Project No. 19301, Metro Intersection (Hot Spots) Project, was added to the City's Combined Financial Program to provide traffic signal and intersection improvements at the Artesia Boulevard and Bloomfield Avenue intersection, including traffic signal modifications, concrete pavement rehabilitation, and construction of an additional northbound left turn lane on Bloomfield Avenue. On July 11, 2024, the City Council awarded a construction contract to Excel Paving Company in the amount of $1,198,614 for the project. A Notice to Proceed (NTP) was issued on July 7, 2026, authorizing the contractor to begin work.
FINDINGS
During excavation for the installat ion of the new traffic signal pole foundation at the southwest corner of the intersection of Artesia Boulevard and Bloomfield Avenue, the contractor encountered two existing concrete foundations that conflicted with the proposed foundation location. In addition, existing underground conduits were discovered within the excavation area that interfered with construction of the new foundation. These existing foundations and conduits were not identified in the original construction plans and required LYNDA P. JOHNSON
