On August 20, 2026, the Cerritos Community College District submitted a request to the City of Cerritos for a renewal of an existing temporary use permit for the continued operation of a temporary automobile storage facility on a 5.9-acre portion of the Cerritos College campus, generally located on the northeast corner of Studebaker Road and 166th Street ("Subject Property"). The subject property has been utilized as temporary automobile storage for the past nine (9) years. In 2017, the Cerritos Community College District was granted a temporary use permit by the Cerritos City Council for a four (4) year period for temporary automobile storage at the subject property, and the permit was subsequently renewed in 2021 for an additional five (5) years through December 2026. In light of the upcoming expiration, a renewal request has been submitted to the City of Cerritos for a new five (5) year period, by way of TUP 2026-24, as described further in this agenda report. Pursuant to Section 22.20.450 of the Cerritos Municipal Code, any request for a temporary use greater than six (6) months is subject to consideration and approval by the Cerritos City Council. As such, this agenda report will provide additional information related to the subject property, the existing temporary use permit, the proposed temporary use permit renewal, and recommended conditions of approval for consideration in authorizing a renewal of the initial temporary use permit for a new five (5) year term.

PROPERTY INFORMATION - LOCATION, ZONING, AND SURROUNDING LAND USES
The subject property is located at 11001 166th Street, Cerritos, California, 90703, and is zoned Open Space (OS) (see Exhibit 2, Zoning and Location Map). The subject property is bordered to the north by an existing senior assisted living facility, Ivy Park at Cerritos, and to the east are campus facilities and a child development center, all of which are located on Cerritos Community College properties zoned Open Space (OS). The property is bordered by 166th Street to the south, and Studebaker Road to the west, across both of which are single-family residential properties zoned RS-6500 (see Exhibit 3, Aerial Map).

TEMPORARY USE PERMIT HISTORY
The subject property was originally occupied by a strawberry field, which was operated by Manassero Farms under a lease agreement with Cerritos Community College for decades. In 2017, the Cerritos City Council approved Temporary Use Permit 2017-39, for use of the subject property for temporary automobile storage purposes for a four (4) year period in support of existing dealerships in the Cerritos Auto Square, as a result of a lease agreement between the Cerritos Community College District and The CAR Group, an existing Cerritos Auto Square dealership owner entity. As part of the original approval, site improvements were required including adequate perimeter and landscape screening, public improvements related to the sidewalk, lighting, security, and dust mitigation. Additionally, as part of the original TUP approval, the Cerritos Community College District was required to conduct quarterly community meetings with neighboring residents for the use of the property, to address any potential concerns. At the expiration of the original temporary use permit, in 2021, the Cerritos City Council approved an extension, for an additional five (5) year period, expiring in December 2026 (see Exhibit 5, City Council Resolution No. 2021-22).

In an effort to mitigate any potential impacts associated with improvements required for the temporary use, as well as for the operation of the temporary new automobile storage facility, the City enforced several conditions of approval, with the responsibility of said conditions being borne by the Cerritos Community College District. Conditions of Approval included the following: (i) requirement for the property to be used solely for vehicle storage of vehicles sold within the Cerritos Auto Square; (ii) restricted hours of access and operation at the property; (iii) prohibition of vehicle haulers from loading/unloading vehicles on the Cerritos College property or on nearby streets; (iv) requirement for the Cerritos Community College to host annual meetings with surrounding property owners, including residents, to address any potential concerns; (v) the installation of appropriate screening materials and right-of-way improvements; and, (vi) the installation of security and lighting improvements.

Throughout the duration of the temporary use periods, the Cerritos Community College District satisfied, and continues to satisfy, all conditions of approval for occupancy and use of the lot for temporary vehicle storage purposes. It should be noted that, over the nine (9) year period, the Cerritos Community College has hosted the required community meetings, as part of their ongoing efforts to engage community residents.

These meetings have been attended by City staff as observers to ensure that any potential impact to adjacent and/or surrounding property owners is appropriately 3 Cerritos College Temporary Use Permit Renewal

addressed by the Cerritos Community College District. At recent meetings, there have been no comments/concerns from the public regarding the temporary use.

REQUEST FOR TEMPORARY USE PERMIT RENEWAL
On August 20, 2026, the City of Cerritos received an application for an additional extension of the temporary use permit for the continued operation of the temporary automobile storage facility for a five (5) year period, beginning December 21, 2026, through December 30, 2031 (see Exhibit 5, Cerritos College Letter - Dated August 20, 2026; and Exhibit 6, Cerritos College Temporary Use Permit Application). No development or demolition would occur in connection with the continued temporary storage use. Pursuant to the request, the terms of the renewal are the same as previous temporary use permits, including the proposed use of the subject property, the hours of operation/access, and commitment to hosting community meetings to address any potential concerns related to, or resulting from, the proposed use of the subject property for surplus vehicle inventory storage purposes. It should be noted that the community meeting requirement is proposed to be reduced to an as-needed basis or at the request of the City.

In light of the Cerritos Community College District's satisfaction of all previous improvement and implementation conditions under the initial temporary use permit, the following conditions of approval are being recommended in consideration of the renewal for a new five (5) year period:

A. TUP Time Limit. The temporary use permit (TUP) shall have a maximum term of no more than five (5) years. No overflow parking will be permitted on the street, on surrounding properties, or in surrounding neighborhoods.

No automobile loading or unloading shall occur on the subject property or in the vicinity, including any arterial streets adjacent to Cerritos College or on any residential street. Automobile haulers shall occur only within the Cerritos Auto Square, and automobiles shall be driven individually between the Cerritos Auto Square and the subject site.

L. Building Permits and Approvals. Q. Termination of Event. Should a complaint be received by the Sheriff's Department or by City staff, regarding noise, traffic or any other matter related to the event, said entities reserve the right to terminate the event.

POTENTIAL BENEFITS TO THE CITY
Allowing for the renewal of the existing temporary use permit for the continued operation of a temporary automobile storage facility on a portion of the Cerritos Community College campus would provide numerous benefits, including the following:

A. Support of the City's Economic Development Strategic Plan and Strategic Goals: The temporary use is in direct support of the City's Strategic Plan Goal #4: Strengthen Economic Development. By reusing an underutilized portion of the Cerritos College campus for vehicle storage, the City is optimizing land use, supporting business retention, and strengthening the City's most significant revenue-producing commercial district. This strategic partnership advances longterm fiscal sustainability and aligns with the City's ongoing efforts to promote economic vitality and maximize revenue-generating opportunities.

B. Increased Sales Tax: As proposed, the subject property will continue to be used for surplus vehicle inventory, further supporting the Cerritos Auto Square, which will allow for greater vehicle options at Cerritos Auto Square dealerships, drawing more patronage to the Cerritos Auto Square and potentially increasing sales tax revenue generated for the City of Cerritos. By transforming previously 6 Cerritos College Temporary Use Permit Renewal

Page 6 ends

underutilized property into active inventory storage areas for auto dealers, the City allows the Auto Square to expand vehicle availability, increase sales capacity, and maintain its competitive advantage in the region. Greater inventory leads to higher sales volumes, thus strengthening the City's most significant revenue-producing commercial district.

C. Continued Temporary Use of Property: As mentioned, the subject property was formerly used as a strawberry field, but was improved as parking facilities to benefit the Cerritos Community College District. While the subject property is not currently required by the College to be used for development or expansion purposes of the existing campus, utilization of the subject property for vehicle inventory storage purposes allows for the continued temporary use of the property, until the College deems the property necessary for development/expansion purposes. This partnership optimizes a once underutilized land use into a productive economic asset, reinforcing the City's commitment to business retention, commercial district enhancement, and the strategic use of land to support long-term fiscal sustainability. Using the property for vehicle storage purposes decreases the potential for the property to become blighted and/or vacant until needed by the College.

D. Continued Support of Cerritos Community College Programs: While the lease revenue generated from allowing the subject property to be used for vehicle storage purposes goes directly to the Cerritos Community College District, said revenues have directly benefited the College in funding successful College programs, including the Cerritos Complete Program, which grants merit-based scholarships to high school graduates in the district, and also the Student Study Abroad Program, which provides students with a tuition-free, all-expenses paid internship to teach English abroad, at Taipei City elementary schools.

Approximately $275,000 in revenues generated by the College as a result of the permitted temporary use, have been allocated for these programs over the temporary use permit period.

RE: Cerritos College - Renewal of Temporary Use Permit TUP Dear Mr. Lopez,
Cerritos College (the College) is submitting the attached Temporary Use Permit (TUP) application, subject to City Council approval, for the purpose of parking (vehicle storage) for Cerritos Auto Square vehicles on the College's property located at the northeast corner of Studebaker Road and 166th Street. The College respectfully requests consideration of this TUP application for a maximum term of five (5) years, beginning December 19, 2026, and ending December 20, 2031.

Approval of this request would allow the College to continue using its property as a temporary parking lot. The College has utilized the site for this purpose since December 18, 2017. This partnership has proven to be highly beneficial to the College and its students by generating additional revenue that directly supports student-focused programs and services on campus.

Through the prior TUP approval, the College has generated approximately $275,000 in revenue. These funds have been reinvested to support a variety of student programs and initiatives, including financial assistance, academic enrichment opportunities, and experiential learning programs that enhance student success, access, and completion.

Revenue generated from the temporary parking use helps supplement existing funding sources and allows the College to expand opportunities that directly benefit students.

Consistent with the College's previous TUP approval, and as part of this new request, the College remains committed to hosting meetings, as needed with community resident s to address any concerns resulting from, or related to, the proposed use under the TUP.
