REVIEW AND CONSIDERATION OF INCREASING FEES AT THE
CERRITOS IRON-WOOD NINE GOLF COURSE
During its regular meeting on July 27, 2026, the City Council reviewed and discussed the continued City operation of the Cerritos Iron-Wood Nine Golf Course and directed the City Manager to prepare an agenda report regarding the golf course's fees, including information on potential increases to the golf course fees as an initial measure to mitigate and offset operating expenses.
FINDINGS
The Cerritos Iron-Wood Nine Golf Course offers a nine-hole golf course and a driving range with lighting. The golf course is open daily from sunrise to sunset. The City offers golf lessons and tournaments at the facility for community members of all ages.
Golf course revenue from the 2025-2026 Fiscal Year was $1,121,851. Cerritos residents and seniors receive a discount on green fees. The total allocation in the Adopted Combined Financial Program 2026-2027 budget for golf course personnel, lease payments, operations, and maintenance expenses is $1,499,593.90. Therefore, the net projected shortfall is $377,742.90.
The current golf course fee schedules are provided on the following page.

Periodic fee adjustments are commonly implemented by municipal golf courses to help offset increases in labor, maintenance, and other operating expenses. The golf course's most recent fee adjustment occurred in January 2023. A comparison of fees charged at local nine-hole public golf courses is attached (Exhibit 1). As shown in Exhibit 1, the current fee structure at Cerritos Iron-Wood Nine Golf Course is generally below the rates charged by comparable public nine-hole golf courses in the surrounding area.
Based on current revenue and expense levels, it is projected that a fee increase of approximately 34 percent would be required to bring the golf course closer to a break-even operating position while maintaining its competitiveness with similar facilities. The proposed fee increases would apply to green and range fees, resale merchandise, and City-offered programs and tournaments at the golf course.
In addition, staff recommends establishing a $1.00 maintenance fee for each round of golf played on the course. Revenue generated from the maintenance fee would be deposited into a dedicated fund for golf course improvements and maintenance, ensuring a reliable source of funding for ongoing maintenance needs and future improvements to the facility. The proposed fee increases are intended to help mitigate the golf course's operating losses while supporting the continued maintenance and improvement of the facility. A table of the proposed fees is attached (Exhibit 2).
To help address future increases in operating costs, staff also recommends establishing an annual potential fee adjustment based on the Consumer Price Index for All Urban Consumers (CPI-U) for Los Angeles-Long Beach-Anaheim and a survey of fees charged at comparable courses. This approach would provide a predictable and transparent mechanism for maintaining alignment with operational expenses.
FISCAL IMPACT
Based on historical rounds of golf and driving range usage, staff estimates that the proposed fee adjustments would increase annual golf course revenue by approximately $381,000. The additional revenue generated through these adjustments would be used to offset the golf course's ongoing operating costs and reduce the operating loss. 3 Cerritos Iron-Wood Nine Golf Course Fees

The $1.00 maintenance fee is expected to generate additional revenue of approximately $55,000 annually. The dedicated funding would help finance capital improvements, course repairs, irrigation and drainage maintenance, and other necessary projects to preserve the condition of the facility.
The estimated fiscal impact is based on the assumption that the number of rounds played remains consistent with historical levels following implementation of the proposed fee adjustments. Actual revenues may vary depending on changes in the number of rounds played, weather conditions, and the overall popularity of the sport.
POTENTIAL APPLICATION TO OTHER CITY FEES
Staff recommends that the City Council consider applying a similar fee adjustment determination methodology to other appropriate City fees in the future. The methodology would include changes in the CPI-U for Los Angeles-Long Beach-Anaheim, a survey of fees charged by other cities for comparable services, and applicable labor and operating costs.
This methodology would provide a consistent and transparent framework for periodically evaluating other fees and help ensure that they appropriately offset the costs of providing City services.
RECOMMENDATION
It is recommended that the City Council:
1. Review, discuss, and receive public comment;
2. Approve the proposed increases to the Cerritos Iron-Wood Nine Golf Course fee schedules inclusive of a $1.00 maintenance fee for each round of golf as listed in Exhibit 2;
3. Authorize the City Manager to establish annual adjustments to the Cerritos IronWood Nine Golf Course fee schedules, including fees for golf services, resale merchandise, programs, and tournaments, based on changes in the Consumer Price Index for All Urban Consumers (CPI-U) for Los Angeles-Long Beach-Anaheim and a survey of fees charged by comparable courses. The City Manager is also authorized to apply this fee determination methodology to other appropriate City fees, as applicable, to account for changes in labor, maintenance, and operating costs. Any adjustments shall take effect annually on a date determined by the City Manager.
