1. Call to Order
The meeting was called to order at 1:12 p.m.
2. Pledge of Allegiance
The Pledge of Allegiance was led by Mayor Johnson.
3. Roll Call
The following members of the City Council were in attendance:

4. Public Comments (Special Meeting Agenda Item 5 Only) The Mayor opened the public comments period. Seeing none, the Mayor declared the public comments period closed.
5. Closed Session
Current Wednesday, September 30, 2026 Closed Session Agenda Pam Lee, City Attorney, announced the City Council would recess to Closed Session to discuss Item 12A, 12B, and 12C, as listed on the Closed Session agenda. An announcement regarding any reportable action resulting from the Closed Session will be available at the Office of the City Clerk within 24 hours following the conclusion of the City Council meeting, and a verbal report will be provided at the next regular City Council/Successor Agency meeting, on any reportable action taken. 12A.
