4.1. REDISTRICTING OF CITY COUNCIL DISTRICTS IN THE CITY OF CHICO - PUBLIC HEARING #2 The City Council held its second Public Hearing on the redistricting efforts for the City of Chico.  The Council held its first of four (4) mandatory public hearing on February 1, 2022.  Ten (10) maps were being considered with seven (7) maps submitted by citizens and three (3) proposed maps created by the demographer. All ten (10) maps were received and made public within the required seven (7) days prior to the presentation of such maps.  This second public hearing was conducted in order to provide citizens with an opportunity to provide input regarding the composition of the Council districts after ARDA Demographics presented the maps to the Council.  The maps in question were made available for public view on the City's website.

Recommendation - Conduct the public hearing to receive public input regarding the submitted maps.

Item 4.1. Redistricting Staff Report and Maps

5. REGULAR AGENDA

5.1. INTERNAL AFFAIRS COMMITTEE RECOMMENDATION - COMMERCE COURT EXTENSION Council considered the Internal Affairs Committee's (3-0) recommendation to ask for Council consideration of future funding to connect Westfield Lane and Commerce Court in order to allow for a second access point into the Meyers Industrial Area.  Leigh Ann Sutton, Public Works Director - Engineering presented this conceptual design to the Internal Affairs Committee for its consideration. ( Report - Vice Mayor Kasey Reynolds
)
Recommendation :  The Internal Affairs Committee recommends Council consider future funding for this project.

Item 5.1. IAC Recommendation

5.2. AUTHORIZATION TO SIGN LETTER OF SUPPORT FOR AB 2020 The City Council requested legislative remedies be found to help deal with the overwhelming mental and behavioral health concerns that place a heavy burden on both public and private resources and leave those experiencing mental and behavioral health challenges not being able to adequately garner the level of support they need.  Council was asked to consider authorizing a letter of support for AB 2020 which would amend State law, modifying the definition of "gravely disabled", which is used to evaluate the need to establish a Lanterman-Petris-Short (LPS) act conservatorship.

Recommendation : The City Manager recommends that the City Council authorize the Mayor to sign a letter of support for AB 2020 on behalf of the City Council.

Item 5.2. AB 2020 Letter of Support

5.3. SPECIAL PLANNING AREAS CONSIDERATION AND POSSIBLE ACTION Council was asked to consider the Special Planning Area action taken at the November 17, 2020 meeting where Council voted 6-0-1, to delay all future Special Planning Areas requests or discussions until the Housing Element and General Plan updates were completed.  On December 8, 2020, Councilmember Morgan, who voted in the majority on this item, requested reconsideration of his vote which was supported (6-1, Huber opposed) by the Council.  Minutes of both meetings were included in this report. During an audit of the Agenda Planning Calendar, it was discovered that Councilmember Morgan's request was dropped and never agendized.  At this time, Council may take up this matter as the one-year timeframe for reconsideration has passed as set forth in AP&P 10-10.  Planning staff will be in attendance to address any questions related to this item and to provide information regarding the Housing Element and General Plan updates. ( Report - Deborah Presson, City Clerk & Elections Official) Recommendation :  The City Clerk recommends that Council consider the action taken on November 17, 2020 and provide direction to staff on how to proceed.
