1. CALL TO ORDER AT 5:30 P.M. IN THE COUNCIL CHAMBER
1.1. ROLL CALL
Present: Bennett, O'Brien, Tandon, Reynolds, Coolidge
Absent: Brown, Morgan
SPECIAL AGENDA - Pursuant to Government Code § 54954.3(a), the City Council was prohibited by law from considering any other business at this meeting.
AGENDA
3.1. COUNCIL BALLOT MEASURE
At its meeting of August 2, 2022, Council directed the City Attorney to incorporate additional wording provided by Vice Mayor Reynolds into the proposed ballot measure. Council considered the amendments and provided direction to staff to submit the measure to the County by adoption of the proposed resolution and ordinance.
Addressing the Council were Patrick Newman and Rob Berry.
A motion was made by Vice Mayor Reynolds and seconded by Councilmember Bennett to adopt the following resolution that forwards the proposed ballot measure ordinance, as amended, to the County Supervisors for consideration:
RESOLUTION NO. 52-22 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHICO,
CALIFORNIA, CALLING FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF THE CITY OF CHICO AN ORDINANCE ADDING SECTION 1.14.240 OF CHAPTER 1.14 TO THE CHICO CITY
MUNICIPAL CODE TO ESTABLISH A RIGHT FOR RESIDENTS TO DEMAND PUBLIC
NUISANCE ABATEMENT ON PUBLIC PROPERTY, TO BE INCLUDED IN THE MUNICIPAL ELECTION ON NOVEMBER 8, 2022; REQUESTING THE COUNTY OF BUTTE TO CONSOLIDATE THE ELECTION REGARDING THE ORDINANCE WITH THE NOVEMBER 8, 2022
GENERAL ELECTION AND TO PERMIT THE BUTTE COUNTY REGISTRAR OF VOTERS TO CONDUCT SAID ELECTION; PERMITTING CITY COUNCIL MEMBERS TO SUBMIT BALLOT ARGUMENTS REGARDING THE ORDINANCE; AND DIRECTING THE CITY ATTORNEY TO
PREPARE AN IMPARTIAL ANALYSIS
AN ORDINANCE OF THE CITY OF CHICO ADDING SECTION 1.14.240 OF CHAPTER 1.14 TO
THE CHICO CITY MUNICIPAL CODE TO ESTABLISH A RIGHT FOR RESIDENTS TO DEMAND PUBLIC NUISANCE ABATEMENT ON PUBLIC PROPERTY, as amended to include the following section:
"The Act may be amended by the City Council upon a two-third vote of the Members of the Council but only to further the purpose of the Act."

NOES: None
ABSENT: Brown, Morgan
4. ADJOURNMENT - The meeting was adjourned at 5:46 p.m. to the Closed Session meeting at 5:00 p.m. followed by the Regular City Council meeting on September 6, 2022 at 6:00 p.m. in the Council Chamber, 421 Main Street, Chico, CA.
