5.2. FIRE APPARATUS SOLE SOURCE PURCHASING AUTHORITY
Since the early 1990's, City of Chico Fleet Services Division of Public Works has partnered with Hi-Tech Emergency Vehicle Service Inc. to build custom fire apparatus to meet the Fire Department's operational needs. The City of Chico has administered countless Notice of Inviting Bids (NIB) to purchase multiple types of apparatus where Hi-Tech was the lowest responsible bidder. Hi-Tech is located in Oakdale, California and has been in business since 1987 providing many West Coast fire departments custom apparatus. Hi-Tech is the only authorized manufacturing and repair facility in Northern California for Spartan Chassis, which Fleet Services has standardized to for several decades. To streamline procurement process and ensure continued standardization, the Public Works Director was requesting sole source purchasing authority for Hi-Tech Emergency Vehicle Services Inc. for a period of ten years. (Report - Erik Gustafson, Public Works Director - Operations and Maintenance) Recommendation : The Public Works Director - Operations and Maintenance recommends the City Council approve sole source procurement of fire apparatus including parts and service support from Hi-Tech Emergency Vehicle Service Inc. for a period of ten years.
5.2. Staff Report
5.3. FIRE APPARATUS PURCHASING
For decades, City of Chico Fleet Services Division of Public Works has collaborated with the Fire Department to purchase fire apparatus to meet their operational needs. Currently, there are two type-1 apparatus and one ladder truck due for replacement in FY22-23. Considering dramatic inflation over the last two years, staff budgeted $824,000 for each type-1 and $1,339,000 to replace the ladder truck with a tiller. Inflation has continued to plague the industry including the time it takes to build custom apparatus, which has doubled from one to two years. Price estimates are now significantly higher than what was originally expected for both the two type-1s and the tiller ladder truck. Staff estimate a budget shortfall of <$263,284> for both type-1s and <$568,165> for the tiller ladder truck for a total budget shortfall of <$831,449>. Staff was recommending City Council approval using FY21-22 onetime budget savings to fund the budget shortfall of <$831,449> in the FY22-23 replacement fund. (Report - Erik Gustafson, Public Works Director - Operations and Maintenance) Recommendation : The Public Works Director - Operations and Maintenance recommends the City Council approve using FY21-22 one-time budget savings to fund the budget shortfall of <$831,449> for the three new fire apparatus.
