1.1. Call to Order - Mayor Coolidge called the Special December 4, 2024 City Council meeting to order at 6:00 p.m. in the Council Chamber, 421 Main Street.
1.2. Invocation - Vicki Lopes, Center for Spiritual Living, Practitioner
1.3. Presentation of Colors - Chico Fire Rescue Honor Guard Moment of Silence - A moment of silence was held for the students injured in the recent school shooting at the Feather River Adventist School in Oroville.

2. CONSENT AGENDA
Addressing the Council on the Council on the Consent Agenda were Stephen Hazel and Dexter O'Connell.
A motion was made by Vice Mayor Reynolds and seconded by Mayor Coolidge to approve the Consent Agenda, as read.

2.1. RESOLUTION NO. 82-24 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHICO DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 5, 2024 Adopted a resolution declaring the results of the General Municipal Election held on 11/5/24 in the City of Chico pursuant to Article 4 (commencing with Section 10260), Chapter 2, Division 10 of the Elections Code. The election results received from the Butte County Clerk Recorder were received on December 3, 2024 and attached to the resolution as Exhibit "A". (Deborah R. ASSESSMENT INSTALLMENTS IN LIEU OF THE PAYMENT OF SEWER SYSTEM CONNECTION FEES INCIDENT TO THE CONNECTION OF PREMISES TO THE CITY SEWER SYSTEM 3023 ESPLANADE - ASSESSOR'S PARCEL NO. 006-270-014
RESOLUTION NO. 84-24 - RESOLUTION OF THE COUNCIL OF THE CITY OF CHICO LEVYING
ASSESSMENT INSTALLMENTS IN LIEU OF THE PAYMENT OF SEWER SYSTEM CONNECTION FEES INCIDENT TO THE CONNECTION OF PREMISES TO THE CITY SEWER SYSTEM 1223 STEWART AVE. - ASSESSOR'S PARCEL NO. 043-242-004
The Public Works Director-Engineering recommended the adoption of resolutions authorizing sewer assessments to be collected on the tax roll, in lieu of full and immediate payment of the sewer system connection fees. (Brendan Ottoboni, Public Works Director-Engineering)

Councilmember Winslow nominated Tom van Overbeek.
Councilmember Reynolds nominated Mike O'Brien.
Councilmember Goldstein nominated Addison Winslow.
The following majority vote confirmed that Councilmember Kasey Reynolds would serve as the Mayor of the City of Chico for a term of two years, as noted below.
