The proposed amendments do not propose any construction, demolition or other activity that has the potential for causing a significant effect on the environment and are therefore exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15061(b)(3). 5.2. COUNCILMEMBER VAN OVERBEEK'S REQUEST FOR RECONSIDERATION OF THE ACTION TAKEN

ON SOUTH PARK DRIVE DESIGN OPTIONS
At the July 8, 2025 Council meeting, under Reports and Communications, due to being on the prevailing side of the action, Councilmember van Overbeek requested a reconsideration of June 17, 2025 Agenda Item

5.1. related to the conceptual South Park Drive design options where "Option 2" was selected in a 4-3 vote, with O Brien, Bennett, and Reynolds opposed. Based on a 6-0-1 vote, (with Winslow absent), this matter has been agendized for reconsideration pursuant to the process as outlined in AP&P 10-10. (Report - Deborah R. Presson, City Clerk)
Addressing the Council were Ann Bykerk-Kauffman, Kirk Monfort, Nichole Nava, Catherine Cottle, Logan Underwood, Liz Griffin, Richard Roth, Cynthia Perrine, Saul Quintero, Matt Tennis, Mike Schutte, Jeff Glatz, Julian Zener, Denise Hardy, Portia Ceruti, Dean Fairbanks and Bruce Burke.

A motion was made by Councilmember van Overbeek and seconded by Councilmember O'Brien to select Option 4: Pavement Rehabilitation Only - This option would maintain the existing road configuration while resurfacing the pavement. The 16-to 18-foot-wide roadway would remain shared by all users. Thermoplastic striping would be added to separate motor vehicles from bicycles and pedestrians. Costs estimates for this option are $657,388.

Council asked about the paving of the parking lots and how to include those in this option. Staff noted that they did not know if they had the funds to complete the paving of the parking lots, but it would be their intention when they put this out to bid to include that as an added item to see if it fits within the bid prices. Due to the delay in having this item coming back, the design team has moved on to other projects. Time is of the essence now as staff needs to bid projects in the winter in order to get the best prices and the longer the City delays in moving forward, the costs will go up and the project may not happen next year. Timing wise, there is still a lot of engineering work to be done on the design in order to get it out to bid.

A friendly amendment was requested by Councilmember O'Brien to approve Option 4, including the additional traffic calming measures and then if the budget allows the paving of the parking lots would be included. That amendment was accepted.

The motion carried by the following vote:

AYES: Goldstein, O'Brien, van Overbeek, Bennett, Reynolds NOES: Hawley, Winslow
