An enclosed air-conditioned vehicle is essential for safely placing and securing animals within crates for transport. (Billy Aldridge, Chief of Police) Item 2.4. Supplemental Appropriation - Animal Shelter Van

2.5. ACCEPTANCE OF COST REPORT FOR THE 2026 WEED ABATEMENT AND LOT CLEARING PROGRAM At its 5/5/26 meeting, the City Council adopted a resolution which required the Community Development Department to abate those properties not in compliance with the requirement to abate weeds as of 6/01/26, and to keep an account of the work done by the City contractor to submit to the City Council for confirmation. 2.7. CONSIDERATION OF APPROVAL OF SUPPLEMENTAL APPROPRIATION/BUDGET MODIFICATION NO.  2027-PWO-001 FOR COUNCIL CHAMBERS AIR HANDLER The east air handler serving the City Council Chambers has experienced repeated mechanical failures and is currently operating with a bent fan shaft, causing excessive vibration and recurring bearing failures. Although the unit remains operational at this time, mechanical assessments indicate that continued operation increases the risk of catastrophic failure and potential secondary equipment damage.

The City has an available repair window between July 15 and August 17, during which no City Council meetings are scheduled. Due to the condition of the equipment, the limited repair window, and the need to ensure uninterrupted use of the Council Chambers, the City Manager authorized emergency procurement pursuant to Chico Municipal Code Section 3.08.060.B.1. Because the adopted budget does not include sufficient appropriated funding for this emergency work, City Council approval of a supplemental appropriation is required. (Skyler Lipski - Public Works Director Operations & Maintenance) Item 2.7. Supplemental Appropriation - Council Chambers Air Handler
