FROM THE OFFICE OF COUNCILMEMBER
Kasey Reynolds
MAYOR • CITY OF CHICO • DISTRICT 2
Proposed Agenda Item: Discussion of Automated License Plate Reader (ALPR) Cameras - I am requesting that a discussion regarding the City's use of Automated License Plate Reader (ALPR) cameras be placed on a future agenda.
The request should include but not be limited to staff providing Council with an overview of the City's current ALPR program and policies, including the purpose and use of the cameras, the number and general location of cameras currently deployed, program costs, data retention practices, access to and sharing of collected information, and any agreements with outside agencies or third-party vendors.
I would also like the discussion to address the effectiveness of the program as a public safety and investigative tool, including information regarding how ALPR technology has assisted the Chico Police Department in criminal investigations, locating stolen vehicles, apprehending suspects, or other public safety activities.
Additionally, I would like Council to have an opportunity to review the safeguards currently in place regarding privacy, data security, retention periods, authorized access, information sharing, auditing, and compliance with applicable state law and City policy.
The purpose of the agenda item would be to provide transparency regarding the City's current use of ALPR technology and allow the City Council to discuss whether the existing policies and safeguards appropriately balance the value of this technology as a law-enforcement tool with privacy and data-security considerations.
Requested Action: Receive a verbal report regarding the City's current ALPR program, discuss the program and applicable policies, and provide direction to staff as appropriate. 411 Main Street | Chico, CA 95928 | (530) 487-1125 | www.chicoca.gov A safe place to raise a family, an ideal location for business, and a premier place to live.
