DISCUSSION

1. Water Master Plan Update. Receive an update from the City's consultant, Hazen and Sawyer, regarding the Water Master Plan.

Presentation by: Tori Yokoyama of Hazen and Sawyer.

Mr. Yokoyama gave a presentation on the City of Chino's Water Master Plan Update (WMP).

The last WMP update was in 2004 due to rapid housing growth. Mr. Yokoyama provided an overview of elements included in the 2021 WMP update, a summary of current water systems, and detailed the purchased water in the City of Chino. He then provided an overview of the current water demand and future water demands. A GIS update was also performed, and the data was imported into InfoWater hydraulic modeling software.

Mr. Yokoyama reviewed the project recommendations as a result of the system evaluation. The recommendations were related to water supply, increase of pumping capacity, and construction of new storage. Also presented was the Capital Improvement Program recommended projects and maintenance projects as a result of the various analyses conducted as part of the 2021 WMP. These projects total $129M over the next 15 years.

Mayor Ulloa inquired regarding funding for the projects. Director of Public Works, Amer Jakher, stated the details on the funding will come back as part of DIF analysis and will come back to the City Council with the final Water Master Plan and DIF study in about 6 months.

Council Member Pocock inquired regarding the use of recycled water. Natalie Avila, Associate Engineer, clarified that the state regulations restrict the use of recycled water near dwelling units. Council Member Comstock inquired about history of the wells.

2. Citywide Street Sweeping Program. Receive a verbal report from staff on the citywide street sweeping program.

Staff report by: Amer Jakher, Director of Public Works.

Director of Public Works, Amer Jakher, gave a presentation on street sweeping for the City of Chino. Street sweeping is currently conducted through a Waste Management contract with streets swept twice a month with no enforcement of vehicles parked on the street. The current issues include parked vehicles impeding proper sweeping of gutters impacting drainage due to the buildup of debris. The City of Chino would like to provide a higher level of service by requiring residents to leave the street vacant during the scheduled sweeping hours on street sweeping days. The challenges with implementing this program include posting appropriate signage, hiring staff to issue citations for vehicles left on the street, additional administrative work to process citations, and complaints about citations and neighbors not moving vehicles.

The implementation of the program will require the installation of proper signage, contract staff and purchase of equipment, a system for processing citations, establishing grace period for warnings, and providing one-time ticket deferments. Mr. Jakher outlined two options for the Council to consider:

Option 1 will implement the street sweeping program throughout the city at one time. • Advantages - Simultaneous Citywide implementation.
• Disadvantages - High citation amount to achieve compliance, additional resources to implement, and resident discontent.

Option 2 will implement the street sweeping program in phases. • Advantages - Gradual enforcement, low number of citations, one-time per year reduction of fine, no need for additional resources to implement, less resident discontent, and reduced workload from fewer complaints.

Staff made the recommendation to proceed with preparing for Option 2, with gradual addition of areas to enact the citywide program in one year, with initial citation amount of $25-$30, one-time per year reduction of fine based on license plate number and implement first in areas with the least amount of street parking. Initial costs of the proposed street sweeping program include two part-time (35 hour) Police Cadets at an annual cost of $67,000, electronic citation software and licensing costs of $24,100, one time vehicle and equipment cost of $80,000, one time cost of signs $60,000, and an unknown administrative cost potentially absorbed by existing staff.

Council Member Comstock asked about the timeline of implementing the program citywide. Mr.

Jakher stated if it begins in July of 2022, he projects implementation citywide by the end of Fiscal Year 2022-2023.

Council Member Pocock discussed the fee structure for citations, suggesting fees be increased for each repeated citation to encourage compliance.

Council Member Flores suggested the grace period of 30 days be extended to 45 days.

Mayor Pro Tem Lucio added there will need to be an active public outreach campaign in English, Spanish and Chinese. He shared his support for the phased approach of the street sweeping program, starting in areas with less parked vehicles. He also shared support of extending the grace period on citations, because the end result is not to turn a profit, but to clean the streets and beautify the city.

Mayor Ulloa asked if the Waste Management contact will need to be modified and Mr. Jakher confirmed it will not need to be modified since the street sweeping schedule will be unchanged.

Mayor Ulloa inquired about unpaid citations and abandoned vehicles. Police Chief Simmons stated the software company used for citations would handle the collection on unpaid citations.

Also, if vehicles are not moved, they will be identified, tagged for 72 hours, and then towed if they have not moved
Mayor Ulloa inquired about funding for the program and Mr. Jakher stated some funding will come from the parking citation revenue and the remaining from the General Fund Mayor Ulloa inquired about developments with limited parking and proper signage. Mr. Jakher stated certain neighborhoods can have different street sweeping days for each side of the street, which will provide the option of parking on the opposite side of the street on sweeping days.

Mayor Ulloa suggested a plan for street sweeping signage be developed and approved by the Council.

Council Member Comstock expressed concern about raising the citation cost for repeat citations as it may be perceived as a way to generate income. She agreed with evaluation of signage and ensuring the signage is enforceable.

Discussion ensued regarding street sweeping and parking in alleyways, and the potential issues with vehicles being moved to the alley to comply with street sweeping requirements. The Council and Staff discussed public outreach and monitoring to ensure vehicles are not parked in the alleyways. City Manager Ballantyne noted the city maintains one street sweeper that can help with any alleyways that are in need of sweeping.
