• Responsible Long-Range Planning
COUNCIL MEETING DATE: MAY 17, 2022
SUBJECT: ADMINISTRATION DEPARTMENT OFFICE REDESIGN
PAGE 2

BACKGROUND
Given recent personnel changes as well as the expected growth and needs of the City, a conceptual plan to encumber space for a conference room while maximizing office/work spaces in the Administration Department was created.

The draft plan increases office space from 8 and maximizes floor space to allow for 11 offices, 5 work spaces, and a dedicated conference room. This remodel will require IT services and new furniture.

ISSUES/ANALYSIS
Staff recommends, the City Council discuss the conceptual design and provide direction to staff.

If the Council approves of the conceptual design, the following options are available:

1. Approve the conceptual design and direct staff to incorporate this project into the Fiscal Year 2022-23 Budget.

2. Approve the conceptual design and appropriate $475,000 from the unappropriated reserves of the General Fund and authorize staff to establish the Administration Department Office Redesign Project to begin work as soon as possible.

CITY OF CHINO

ADMINISTRATION DEPARTMENT

COUNCIL MEETING DATE: MAY 17, 2022

TO: CITY COUNCIL MEMBERS, CITY OF CHINO

FROM: ANTHONY ARROYO, INTERIM CITY MANAGER

SUBJECT: STATUS OF FISCAL YEAR 2021- 22 CITY COUNCIL AND CITY MAN AGER GOALS.

RECOMMENDATION
Review, discuss, and provide direction to staff.

FISCAL IMPACT
None.

CITY OF CHINO MISSION / VISION / VALUES / STRATEGIC ISSUES:

The recommendation detailed above furthers the City’s values and strategic issues that serve as key pillars on which identified priorities, goals, and action plans are built, by fostering:
• Positive City Image
• Superior Customer Service
• Financial Stability
• Responsible Long-Range Planning
• Exemplary Leadership
• Public Service Excellence through Internal and External Partnerships • Effective Technology
COUNCIL MEETING DATE: MAY 17, 2022
SUBJECT: STATUS OF FISCAL YEAR 2021-22 CITY COUNCIL AND CITY MANAGER GOALS
PAGE 2

BACKGROUND
In accordance with the strategic planning process, the City Council and City Manager are to set annual goals that align with and reflect the City's adopted Strategic Plan. The attached list of goals was adopted by the City Council on November 2, 2021 as part of the City Manager's employment agreement. Per the contractual arrangement, an annual review of these performance measures/goals was to occur by October each year. It should also be noted that more goals were added to the original list of 17 goals at the direction of the City Council during subsequent meetings.

Additionally, each department incorporates the applicable Council -adopted goals into its proposed budget, along with proposed department -specific goals, for the upcoming fiscal year as part of the annual budget process.

ISSUES/ANALYSIS
The attachment provides the status of City Council and City Manager goals as of May 11, 2022.

Several of the goals have been completed, while others are estimated to be done by the end of the fiscal year. Others, however, are broken down into various phases or require coordination with other agencies, resulting in these being identified as multi-year goals.

Council may want to identify those goals they wish to carry over into the next fiscal and those that have been achieved and can be removed from the list.

Given that the City budget is to reflect the priorities outlined in the Strategic Plan, the consideration of these items prior to the scheduled May 19 budget workshop may provide assistance when reviewing the proposed FY 2022-23 budget.

Lastly, it should be noted that while the then -city manager’s contract stated that these goals will be evaluated by October each year, staff recommends that annual goals be adopted on a fiscal year basis to align with the City’s budget process.

closest the City was able to find was a truck
site in Elmira, New York. The private sector
models were based in Southern California.

9.2 Receive and review information on vacant,
City-owned properties in Chino from the
Finance Department as potential sites for
the truck storage operation. Admin (Morgan) 1/10/2022 Completed Three properties were identified. Staff also
identified Southern California Edison (SCE)
requirements to build within their easement
and underneath powerlines. Staff found
precedent to undertake this project within an
SCE easement, but also found that many
cities use SCE easements for open space
and trail systems. Two of the sites are
located along Edison Avenue. One site is
located adjacent east to the Public Works
Services Yard and north of Fire Station 61.

The sites along Edison Avenue are within
SCE easements.

9.3 Conduct a meeting with Public Works,
Community Services, and Planning to
identify cost of construction (Public Works
and Community Services) and potential
zoning changes. Admin (Morgan) 1/19/2022 Completed
Public Works noted that the site adjacent to
the Public Works Services Yard is utilized
as overflow. Planning and Community
Services noted that the sites along Edison
Avenue are within the East Chino Specific
Plan (ECSP) and was intended to be
developed a part of the Sunset Trails Park
System. As such, amendments to the ECSP
would be required if the City were to move
forward with this project at the sites along
Edison Avenue.

9.4 Develop cost analysis with recommended
rates and detail steps City would need to
take to amend or make any zoning changes Admin (Morgan) 2/9/2022 Completed Edison Avenue sites would be the most
feasible but would require changes to the
ECSP and approvals from SCE. Draft report
and analysis submitted to the City Manager
for review and feedback.

9.5 Met with consultant that specializes in
spearheading projects through SCE
Easements. Consultant confirmed the
project is feasible. Admin (Morgan) 4/20/2022 Completed Identified options that would work in an
Edision Easement, narrowed down the most
feasible City-owned site, and identified
potential leasing/revenue sharing options
with third-party entities

9.6 Contacted potential partners to engage in a
lease/revenue sharing option. Admin (Morgan) 4/29/2022 Completed Contacted different entities and received
feedback and their interest level on entering
into this type of agreement.

9.7 Next Steps Admin (Morgan) 5/17/2022 In-Progress
Next Steps: Continue pursue all potential
lease/revenue sharing options and possibly
establish an Ad-Hoc committee to review all
potential options for a future recommendation.

WHAT (Milestones) WHO WHEN STATUS NOTES

12.1 Study impacts of demolition of courthouse
and old Police Department buildings on
HVAC, boiler, and other Civic Center
facilities CS (Reich, Baltzer, Ellis)
This provides an explanation of the Central
Plant and its function. The Central Plant is
located between old PD and the County
courthouse. It contains the chiller, boiler,
circulating and chilled water pumps, cooling
towers, and the system's energy
management equipment. Collectively, these
systems provide heating and air conditioning
for all three buildings (City Hall, County
building, and old PD). It also contains the
Edison transformer and electrical switch
gear for all three buildings, which includes
the newly-installed transfer switch for the
portable generator connection. Finally, the
Civic Center fountain equipment and pumps,
as well as water for all three buildings, run
through the Central Plant. The Civic Center
was built in 1976 and the majority of this
equipment is original. In fact, the cooling
towers are failing and planned for
replacement next FY.

12.2 Meet with HVAC consultants CS (Reich, Baltzer, Ellis) 12/1/2021 Complete After meeting with HVAC consultants
regarding the heating and air conditioning
systems, the recommendation is to provide
a new system when City Hall is rebuilt or
remodeled. If the final Civic Center Master
Plan provides for the expansion of City Hall
in its current location, staff recommends the
courthouse building a better building for the
remodeling option.

12.3 Make recommendation on water and
electrical systems CS (Reich, Baltzer, Ellis) 12/1/2021 Complete The Central Plant should be eliminated and
new systems installed on each new building.
