BACKGROUND
The city currently contracts with Was te Management t o provide street sweeping services throughout the city and Waste Management subcontracts the sweeping services to Sweeping Corp of America (SCA). Street sweeping occurs twice a month, typically the day after trash pick- up. The city is broken into 13 sub- areas where, on designated days, street sweeping is scheduled to occur. For example, one sub -area is scheduled to be swept on the first and third Wednesday of the month. Concerns from the public related to a lack of street sweepers reaching the curb due to o n-street parking have prompted the city to investigate ways to improve street sweeping services citywide. The goal of the Street Sweeping Parking Restrictions Enforcement Program is to use citywide parking enforcement during street sweeping activity to improve the City's ability to keep our streets clean.
Parking restrictions currently exist within the College Park and The Preserve areas. Both of these areas are signed throughout the communities with No Parking on the first and third Monday f rom 9:00 AM to 4:00 PM. Outside of these areas, parking restrictions for street sweeping purposes currently do not exist.
A change to the City Municipal Code was required to allow for parking restrictions to be implemented citywide outside of College Park and The Preserv e areas. City Council approved this change during the December 6, 2022, City Council meeting.
ISSUES/ANALYSIS
During a City Council workshop on September 20, 2022, the City Council received a report from staff on how the street sweeping program could be im plemented. At the meeting, City Council provided direction to staff to investigate restricting parking on one side of a street at a time to reduce impacts on residents. Staff was also tasked with reviewing limiting time periods for parking r estrictions to further reduce impacts on residents. Finally, staff was also directed to investigate technological solutions for automated enforcement.
A presentation of staff progress will be given at the workshop. Staff's findings concerning the requested actions will b e presented. City Council will be requested to provide final direction to staff to begin the phased implementation of the Street Sweeping Parking Restriction Enforcement Program citywide.
