As Part of the yearly budget Staff presented Pavement Management Inventory To keep the conditions of the streets at an acceptable level the City will have to spend additional $7 million a year from current spending of $6 million a year.
Council directed staff to devise a CIP plan to spend an additional $21 million in next two fiscal years to eliminate failed streets throughout the city.
On July 6, 2023, Capital Improvement Program (CIP) staff presented the Citywide Pavement Rehabilitation Project – Phase 1 to the Streets Infrastructure Committee. The Streets Infrastructure Committee agreed with Special Projects Administrator, Amer Jakher, to move forward with the Pilot Program
CHALLENGES

To comply with current ADA standards and design ramps using current practices it takes up to 18 months to start paving on a project.
Design and project management fees can total 15%, over $3 million for additional $21 million of paving projects. fees
OTHER OPTION

Implement a pilot program.
Use existing ADA intersection improvement layouts that have proven to work in previous projects.
Separate concrete work contract from asphalt paving.
Utilize existing concrete contract by adding additional funds to the current maintenance contract.
Advertise and award a rolling asphalt paving contract.
Provide layouts and continuous inspections of all work.
Expected time to start asphalt work is 6 months.
