TITLE: CONTRACT APPROVAL - HUMAN SERVICES PROGRAMS FOR RESIDENTS OF CHINO HILLS.
PAGE: 2
BACKGROUND
The City of Chino Community Services Department has a long -standing history of providing Human Services programs to all students in the Chino Valley Unified School District (CVUSD).
The CVUSD is unable to employ the expert staff to facilitate these progra ms; therefore, contracts with the City of Chino (Chino) to offer these services.
Many of these programs are funded by grants the CVUSD receives and some of the administrative costs are not reimbursable. Due to the positive impacts of these programs, the CVUSD and Chino contribute to the ongoing program costs not covered by the grants.
The City of Chino Hills (Chino Hills) also sees the benefits of these programs and reimburses Chino for the direct and indirect costs associated with the services provided to Chino Hills’ residents. Chino Hills has received these services for more than 20 years.
ISSUES/ANALYSIS
This agreement requires Chino Hills to reimburse Chino for programs provided to Chino Hills’ residents. The estimated costs for these services in FY 2023 -24 are $192,522.48. There is sufficient revenue included in the FY 2023-24 budget. The Human Services programs provided for Chino Hills residents in the 2023-2024 school year are:
HOPE Family Resource Centers
McKinney-Vento CARE (Credit Academic Recovery Education) Program American Recovery Plan I
American Recovery Plan II
Teen Counseling
Youth Counseling
Tobacco Use Prevention Education (TUPE)
The Chino Hills City Council approved this agreement at its September 12, 2023 meeting.

CITY COUNCIL MEETING DATE: SEPTEMBER 19, 2023
TITLE: FEDERAL ASSET FORFEITURE - D.A.R.E. PROGRAM SUPPLIES.
PAGE: 2
BACKGROUND
For several years, the Chino Police Department has directly participated in investigations or prosecutions that have resulted in a federal forfeiture and, therefore, an equitable share of the net proceeds of the forfeiture are returned to the City. Forfei ture funds can only be designated for law enforcement use and must be used to increase or supplement the appropriated resources of the receiving law enforcement agency. Forfeiture funds cannot be used to replace the resources of the Department (e.g., decre asing the department budget and replacing those funds with federal asset forfeiture funding).
ISSUES/ANALYSIS
For the school year of 2023 -2024, the Chino Police Department, in partnership with the Chino Valley Unified School District (CVUSD), is implem enting the D.A.R.E. program back into elementary schools. The program has a dedicated Officer who will present a ten -week curriculum to ten schools and over forty fifth -grade classes. The D.A.R.E. program will be taught to approximately 900 students based on current enrollment numbers.
The D.A.R.E. curriculum focuses on decision -making on topics that range from bullying to drug education. The program utilizes a workbook to enhance the material taught by the Officer. The D.A.R.E. program also has a gra duation in which each student will be awarded a D.A.R.E. shirt to be worn for the ceremony.
Based on current enrollment, the estimated cost to purchase the curriculum, accessories, and graduation shirts is $11,500. This would cover the school year of 2023-2024. For future school years, the estimated cost will be added to our contract with the CVUSD.
It is requested that up to $11,500 from the asset forfeiture account be approved for the purchase of curriculum, accessories, and graduation shirt s for the D.A.R.E. program to be used in the 2023-2024 school year.

CITY COUNCIL MEETING DATE: SEPTEMBER 19, 2023
TITLE: CHINO ON ICE WINTER WONDERLAND EXPERIENCE.
PAGE: 2
BACKGROUND
The holiday season in Chino provides some of the most popular community centered programming for residents of all ages from a Tree Lighting Ceremony to the Christmas Parade.
Every year, Community Services, Parks & Recreation Department (CSPR) staff work di ligently to provide fresh new programs, themes, and experiences for residents and visitors to enjoy.
In the spirit of providing new holiday traditions and innovative programming, CSPR and Administration propose the addition of a new component to the win ter festivities: the Chino On Ice Winter Wonderland Experience . The proposed program will be located in the former County parking lot to the south of the City Hall front lawn. The experience will feature a 66 by 36 foot, real ice-skating rink, which can accommodate up to 80 skaters per hour, per session.
Hours of Operation:
Weeks 1 & 2: Monday-Thursday 2:00-9:00 p.m., Weekends 10:30 a.m.-10:00 p.m.
Weeks 3 – 5: Monday-Sunday 10:30 a.m.-10:00 p.m. with special hours on Christmas and New Years Eve 10:00 a.m. -3:00 p.m., Christmas Day 11:30 a.m. -5:00 p.m., and New Year’s Day 10:30 a.m.-10:00 p.m.
The ice-skating rink will be revealed at the annual Tree Lighting event and remain open for five weeks from December 2, 2023 - January 6, 2024. The Chino on Ice Experience will feature a glowing ice under the stars theme surrounded by holiday lights, festive décor, and classic holiday music.
Staff anticipates high usage from both local residents and a sizable draw from residents in surrounding cities, as a real ice-skating rink is not offered as a holiday feature in this area.
ISSUES/ANALYSIS
Cost Recovery Structure
Sufficient funds for the operation of the Chino On Ice Experience have been included in the FY 2023-24 budget. The anticipated cost for the program is $460,864.50, which includes the expense of the portable ice-skating rink contract, security, restrooms, and sponsor banners. The expense of the program will be offset by ice rink rentals, pre-sale and onsite sales of wristbands for each 60 -minute skating session at $20 per session, skating aid “Bobby” rentals at $10 per session, private event rentals at $1,600 per session, sponsorships, and weekend food vend or booth participation fees.
The Chino On Ice Experience cost recovery breakdown consists of the following estimated revenue sources:
Revenue Source Estimated Total
One-hour Skate Sessions
($314,160) & Skating Aid Rentals
($57,750)
$371,910
Private Group Sessions $6,400
Vendors $1,400
Sponsorships $50,000
Total Revenue: $429,710
262
CITY COUNCIL MEETING DATE: SEPTEMBER 19, 2023
TITLE: CHINO ON ICE WINTER WONDERLAND EXPERIENCE.
PAGE: 3
The total anticipated revenue consists of hosting 231 sessions with 68 participants each (80 maximum allowable). At a cost of $20 per session, revenue generation will be $314,160.
Additionally, selling 25 skating aids per session at $10 each will generate $57,750, for an estimated total of $371,910. Hosting private events will yield an estimated revenue of $6,400 through partnering with local sports and community groups. Vendor booth fees are expected to generate $1,400. Business and community sponsorships are anticipated to generate $50,000.
These revenue sources will recover the majority of the expenses and may be modified to off -set shortfalls or overages in other categories.
The total estimated cost to the City to offer this new program to the community is $31,154.50.
As this is the first year this program will be offered, totals are provided as estimates with adjustments to be made in subsequent years. Staff can increase revenue for the program by securing additional sponsorships and private group sessi ons if needed. The Economic Development team will take the lead for securing major sponsorships with Administration handling marketing and promotion in conjunction with CSPR. With any new program, staff will ensure the best financial outcome while providing this new program for the community.
Vendor Selection
Currently, only four vendors provide ice -skating rink rentals of this size for municipal use in Southern California. Staff reached out to the four vendors and found that three vendors were unable to meet the City’s needs, per the following reasons:
Perfect Parties Entertainment Group Cannot provide the operating mechanism to sustain the ice after every session or a 5-
week duration
Emerald Events Uses synthetic rink or 5-week duration
Magic Ice USA Will only provide for 7-week duration
Staff recommends awarding the contract to Ice-America as the most responsive and responsible bidder.
Ice-America has been providing ice rink services since 2008. They have provided services to the Cities of Temecula and Santa Ana. Staff contacted both cities and received positive comments regarding the contractor and associated operations and services, which include construction of the ice rink, maintenance, staffing, lighting, and all related equipment.
Ice-America is the only vendor that can meet the needs of the City by providing real ice and the operating mechanism to sustain the ice rink for the five-week duration.

CITY COUNCIL MEETING DATE: SEPTEMBER 19, 2023
TITLE: UPDATE ON PARKING ENFORCEMENT FOR STREET SWEEPING PURPOSES.
PAGE: 2
BACKGROUND
Street sweeping occurs twice a month throughout the City of Chino. Various neighborhoods are divided into smaller regions where street sweeping occurs the day after trash collection day on either the first and third or the second and fo urth weekday of the month. On -street parking on street sweeping days can block the street sweepers from effectively reaching the edge of the curb resulting in debris buildup , reducing the effectiveness of the street sweeper. To help address this concern, parking restrictions can be implemented specifically for street sweeping purposes as allowed by the California Vehicle Code.
On December 6, 2022, the City Council modified the Chino Municipal Code to allow for citywide parking restrictions , which had previously been limited to Th e Preserve and College Park communities. Citywide implementation and enforcement of the parking restrictions is being done in phases and includes sign installation, public outreach and a minim um one -month warning period to allow residents sufficient time to become accustomed to the new restrictions.
ISSUES/ANALYSIS
During the June 6, 2023 Council meeting discussion about parking restrictions, concern was expressed about impacts on residents i f parking was restricted on both sides of the streets on street sweeping days. Staff was directed to develop options to address the concern and bring this back to the Council for review.
To mitigate this concern, staff recommends restricting parking for street sweeping only once per month on each side of the street. Parking restrictions will only be enforced on the first street sweeping day of the month for the sides of streets with even street addresses. The second street sweeping day of the month will have parking enforced on the odd addresses side of each street. For example, in neighborhoods where street sweeping occurs on the first and third Wednesday of the month, the first Wednesday of the month will have parking restrictions enforced on the even ad dressed side of the street , while the third Wednesday of the month will have parking restrictions enforced on the odd addressed side of the street.
Splitting the parking enforcement in this way does not impact the regular schedule of the street sweeper; street sweeping will still occur twice per month. Providing a once -a-month parking restriction in this way offers clear and concise direction that allows residents the best opportunity to adjust their on -street parking habits to avoid both blocking street sw eeping and receiving a parking citation. It also ensures the sweeper can clean the curb and gutter unrestricted once a month.
New “No Parking” signs will be installed in each neighborhood so restrictions and enforcement schedules are clearly identified. As each neighborhood is addressed, individual notifications will be sent to residents through utility bill notifications as well as social media posts. After the “No Parking” signs are installed in a neighborhood, the Police Department will provide a minimum of 1-month of warnings before enforcement to provide residents a sufficient period of adjustment.
The City tested implementation of the proposed process with a pilot program in the neighborhood bordered by Chino, Cypress, Edison, and Mountain Avenues . Onl y a few complaints were received and those typically were related to where signs were placed within the public right -of-way. In those few cases signs were relocated when possible. PD reported 60 warnings their first time and 30 warnings the second time . There were also a couple of inquiries about odd versus even addresses and those inquiries were answered.
The recommended approach proposed above was reviewed and approved by the Infrastructure Committee on June 12, 2023.

CITY COUNCIL MEETING DATE: SEPTEMBER 19, 2023
TITLE: UPDATE ON PARKING ENFORCEMENT FOR STREET SWEEPING PURPOSES.
PAGE: 3
As noted above, parking restrictions to better facilitate street sweeping have been in place in The Preserve and College Park communities. The Police Department reports that numerous citations continue to be issued each street sweeping day in these neighborhoods. Additionally, feedback from r esidents indicates that on -street parking is very limited, impacting the ability of residents to move their vehicles on street sweeping days. Staff recommends implementing the proposed odd and even -sided enforcement once a month to The Preserve and College Park communities to help reduce the impact to residents. Staff is seeking the City Council’s guidance to proceed with odd and even enforcement and to convert The Preserve and College Park communities to odd and even enforcement to address these concerns.
