7.3 CEQA Initial Study / Mitigated Negative Declaration (IS/MND) The project site is currently 2 lanes and would continue to be 2 lanes, and as such would not be considered a capacity improvement whic h would require associated traffic/ vehicle miles traveled (VMT) analysis. The City’s General Plan (GP) 2025 (July 2010) designates Eucli d A venue as an Expressway with 8 lanes (4 in each direction) with a wide median without parking. The City is currently in the process of updating its GP, which is expected to be completed in the summer of 2024. It is anticipated Euclid Avenue would remain designated as 8 -lane Expressway in the GP update and any future striping to widen the bridge to 4 lanes (2 in each dire ction) would be anticipated to be covered by the General Plan Update and associated Environmental Impact Report (EIR), if it were to be completed after certification of the GP Update EIR.

The Consultant will prepare an Administrative Draft Initial Study/ Mitigated Negative Declaration to determine if the Project will have a significant effect on the environment, using the City of Chino and/or CEQA Guidelines checklist. The document will include a brief explanation of the significance determination, based o n information obtained from reports and preliminary investigation into local, state and federal plans, policies and regulations and resul ts of the technical studies. The Consultant will address the City’s comments, utilizing MS Word “track changes” to assi st the City’s review.
