CITY OF CHINO MISSION / VISION / VALUES / STRATEGIC ISSUES:
The recommendation detailed above furthers the City’s values and strategic issues that serve as key pillars on which identified priorities, goals, and action plans are built, by fostering:
• Positive City Image
• Exemplary Leadership
• Public Service Excellence through Internal and External Partnerships
BACKGROUND
On October 18, 2022, the City Council adopted a revised City of Chino Legislative Policy and created the Legislative Policy Committee, a sub-committee of the City Council, outlining its associated tasks, purpose, and procedures.
During 2023, the Legislative Policy Committee reviewed and adopted positions on numerous bills.
Some of these were referred by staff to the Committee for consideration, while others were flagged as significant by the League of California Cities and various municipal government and professional associations. On several occasions, the City’s existing policy requirement indicating that official City positions must first be considered by the Legislative Policy Committee created delays in providing timely City input on critical legislative issues.
At the January 9, 2024, Legislative Policy Committee, staff recommended that the existing policy be amended to authorize staff to adopt an official City position, and act in a timely manner, as appropriate, when an item is determined to correspond with the City’s legislative platform. The Committee recommended approval of the proposed amendments. The amended policy was brought to the Council for approval, as recommended by the Committee, on January 16, 2024.
During discussion of the proposed amendments, Mayor Ulloa recommended the legislative policy revisions be amended further to include stronger language that supports increased law enforcement authority against crime. Mayor Ulloa, with the consensus of the City Council, requested staff to incorporate the Council' s recommendations and bring the revised amendments back to a future City Council meeting.
ISSUES/ANALYSIS
Staff updated the “Public Safety and Community Services” section of the City of Chino Legislative policy to incorporate additional policy language as directed by the City Council at its January 16, 2024, meeting. Those proposed amendments update the Public Safety section to support legislation that protects and enhances the rights and tools of law enforcement to disrupt and combat crime, protects the rights of businesses and the public to defend themselves, holds criminals accountable, discourages crime through tougher sentencing, and expands funding for professional development and recruitment of public safety officers per City Council direction.
When incorporating the requested changes, staff identified additional amendments for consideration by the Legislative Committee and City Council.
Staff recommends incorporating additional changes that:
1. Make the title of the document uniform throughout.
2. Reword several sections and make grammatical changes throughout.
3. Create a new, separate section related to “Community Services, Parks, and Recreation.” Move several items previously under the joint “Public Safety and Community Services” section under the new “Community Services, Parks, and Recreation” section.
4. Authorize staff to formulate and approve official City responses for those legislative proposals that are consistent with the adopted policy (part of previously proposed amendments).
5. Allow the Mayor, Legislative Committee Members, or the City Manager to sign communications on behalf of the City when the position is consistent with the City’s legislative policy.
The existing “Citywide Legislative Platform and Policy,” as approved by City Council Resolution No. 2022-071, is attached.
Citywide Legislative Platform and Policy
I. Purpose Statement
Administrative Policy
To address legislative and regulatory concerns in a timely manner, this Citywide Legislative Policy details guiding principles that are organized around respective legislative, policy, and regulatory matters. This Citywide Legislative Policy intends to supplement the Citywide Strategic Plan while building an effective and flexible legislative advocacy strategy.
II. Guiding Principles
The Citywide Legislative Policy's Guiding Principles are fundamental, overarching concepts that can be applied to respective legislative and/or regulatory matters. While legislative or regulatory proposals can range in breadth and complexity, these guiding principles will help narrow the City's focus to those matters that are the most consequential to the City of Chino.
The Citywide Legislative Policy Guiding Principles include:
• Preserve Local Control: Ensuring that proposed legislation supports or expands the decision-making authority of the local agency to provide public services to its community.
Preserving local control recognizes that Chino residents, through their democratic expression, have put in place elected officials best suited to make decisions that impact the immediate community. This also recognizes that imposing State mandates without appropriate reimbursement ( commonly referred to as unfunded mandates) unnecessarily encumbers City resources which places an unreasonable burden on local agencies to best serve their community.
• Protect and Expand Local Funding and Public Finance: The City will support measures that add to funding sources (e.g., grants or other funding programs). Likewise, the City will support legislation that protects existing funding sources, revenue bases, and local control over the municipal budgeting process. Conversely, the City will oppose efforts to shift local funds to State or County governments. The City will also support legislation, that through transparent tax structures and revenue allocations, seeks to secure a level of predictability in annual tax yields.
• Enhance Quality o(Life: The City will support legislation that advocates for the safety, well-being, and security of its residents, businesses, and visitors. This includes legislation that assists the City and its local partners to help families with childcare needs or by providing robust after school programs; this also includes assisting those struggling with mental health and/or those experiencing homelessness. Finally, the City will support legislation that promotes public safety operations.

Rather, this list simply identifies matters of that are consequential to the City of Chino.
