1 CITY OF CHINO – HIGH PRIORITY LEGISLATIVE ITEMS
March 21, 2024

PRIORITY LEGISLATION
SB 536 (Rubio) - Surplus state real property: Heman G Stark Youth Correctional Facility • SB 536 (as introduced) authorizes the Director of DGS to sell or lease property known as the California Department of Corrections and Rehabilitation Heman G Stark Youth Correctional Facility (Stark), located in the City of Chino, to the City at fair market value upon terms and conditions the Director determines are in the best interests of the State. • The bill authorizes the Director to sell the property below fair market value to provide housing to persons and families of low or moderate income, subject to reporting specified information 30 days before the sale to the chairpersons of the fiscal committees of the Legislature.
• SB 536 currently contains placeholder language related to horseracing. The author, Senator Susan Rubio, intends to amend the original language back into the bill. • The bill is currently in the Assembly pending referral to the Governmental Organizational Committee.

OTHER PRIORITY ITEMS
Initiative No. 21 -0042A1, The Taxpayer Protection and Government Accountability Act - November 5, 2024 ballot
• The initiative has qualified to be on the November 5, 2024 ballot. • It would require voter approval of statewide taxes, heighten the threshold for local taxes to pass, and require state and local lawmakers to pass fees. • If the initiative passes, s pecial taxes that were approved after January 1, 2022 by a majority but less than two -thirds of voters will be out of compliance with Initiative 21 - 0042A1. These local measures might end in December 2025, a year after the initiative's effective date, unless they are redrafted in compliance with the initiative, placed back on the ballot, and approved by voters prior to that date.

ACA 1 - November 5, 2024 ballot
• ACA 1 is a constitutional amendment that lowers the voter approval threshold from two- thirds to 55% for raising certain taxes for local governments to build public infrastructure, affordable housing, and permanent shelter for the homeless. • It would establish a threshold for cities, counties, and special districts in the specified categories, similar to that passed for school districts more than twenty years ago. 2 ACA 13 - November 5, 2024 ballot
• ACA 13 would require future ballot measures that increase voter approval requirements to also pass by the same threshold. It would also preserve the right of local governments to place advisory questions on the ballot asking voters their opinions on issues. • The measure specifies that the voter approval requirement would apply to statewide initiative measures that appear on the ballot on or after January 1, 2024 , thereby potentially significantly impact ing Initiative No. 21 -0042A1, another measure on the November 2024 ballot. If ACA 13 is approved by voters, Initiative No. 21-0042A1 must be approved by a two-thirds majority vote.
