RESOLUTION NO. 2024-002
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO, CALIFORNIA, APPROVING A REVISED CITYWIDE LEGISLATIVE POLICY.
WHEREAS, the City of Chino is a growing and dynamic community that requires the support of, and coordination with, the State of California and other regional public agencies; and WHEREAS, the City of Chino has consistently provided input and worked with partners like the League of California Cities to offer a collective and unified response to proposed legislation and/or regulations; and WHEREAS, the City of Chino has expressed concerns with the growing trend of legislation that demonstrates an intent and pattern of limiting local control in municipal governance and administration; and WHEREAS, given the fluidity of the legislative process, the City Council has found it imperative to establish protocols that facilitate a proactive approach to the City’s legislative review and communication process to achieve concessions beneficial to the Chino community; and WHEREAS, City Staff understands the Citywide Legislative Policy and uses this policy to recommend official City positions on legislation and policies; and WHEREAS, the Legislative Committee reviews and provides input to Staff regarding pending legislation and policies; and WHEREAS, City Staff and the Legislative Committee provide reports to the City Council that include the City’s official position on legislation; and WHEREAS, periodic updates of the Citywide Legislative Policy may be needed, for example to address unanticipated issues or focus on specific policy areas.
NOW, THEREFORE, the City Council of the City of Chino resolves as follows:
SECTION 1: That the recitals detailed above are true and correct.
SECTION 2: That the City of Chino adopts the revised Citywide Legislative Policy attached hereto as Exhibit A.
SECTION 3: That if any section, subsection, sentence, clause, phrase, or portion of this resolution is held invalid or unconstitutional by any court of competent jurisdiction, such determination shall not affect the validity of the remaining portions of this resolution. The City Council declares that it would have enacted this resolution and each section, subsection, sentence, clause, or phrase hereof irrespective of any determination of invalidity.
SECTION 4: That this resolution revises and supersedes Resolution No. 2022-071, which adopted the previous Citywide Legislative Policy.
SECTION 5: That this resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
