CITIZEN’S COMMITTEE FOR CIM & CIW
Council Representative: Marc Lucio | Staff Report By: Aaron Kelliher Meeting Date: April 9, 2024
During the Warden’s Roundtable, the associate warden shared that the prison had received several death row inmates and that they anticipated receiving more inmates from San Quentin in the near future. According to CDCR, this movement of condemned inmates to other institutions is part of Proposition 66, which was supposed to speed the appeal process to 5 years on death sentences but also included a provision to allow condemned inmates to work prison jobs to “repay” their victims. CDCR took this provision to mean that they had to cl ose death row and transfer inmates to other facilities to allow for “programming” for condemned inmates as long as they are housed in at least a level 2 facility with a lethal electrified fence (LEF).

PD staff met with CIM staff, along with other public safety officials, to discuss Chino PD concerns. City staff and elected officials have begun engaging the CDCR and state elected officials to address our well-founded concerns with CIM's dilapidated condition and the safety risk the prison poses when dealing with the condemned inmate MONTHLY AGENCY REPORTS – JUNE 18, 2024 (Covering Meetings from 4/1/24 – 4/30/24) PAGE 5
