A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO, CALIFORNIA, WAIVING PERMIT FEES, PLAN CHECK FEES & INSPECTION FEES FOR PLACENTIA COURT SEWER LINE PROJECT FOR THE SRI SAIRAM MANDIR TEMPLE PROJECT LOCATED WITHIN THE CITY'S SPHERE OF INFLUENCE AT 12594 ROSWELL AVENUE (ASSESSOR PARCEL NUMBER 1016-331-05 & 06) WHEREAS, the Sri Sairam Mandir Temple Project, located at 12594 Roswell Avenue within the City’s Sphere of Influence (“SOI”), has received approval from the County of San Bernardino for the construction of a two-story place of worship and caretaker's unit; and WHEREAS, the project requires the installation of a 750 linear foot, 8-inch sewer main on Placentia Court to connect to the City’s existing sewer main on East End Avenue; and WHEREAS, the City Council adopted Resolution 2023-055 on September 19, 2023, approving a variance from the City’s established sewer service policy, conditioned upon the execution of a Covenant Agreement to Annex for Sanitary Sewer Service; and WHEREAS, the Local Agency Formation Commission for San Bernardino County (“LAFCO”) approved the City's application for an extension of sewer service with Resolution No. 3385 on November 15, 2023, and the Covenant Agreement to Annex was officially recorded on December 21, 2023; and WHEREAS, the Placentia Court Sewer Line Project will benefit not only the temple project but also existing homes on Placentia Court by enhancing sewer infrastructure in the area; and WHEREAS, the City acknowledges the significant financial commitment required for the sewer line project and supports efforts to secure funding to finance the project; and NOW, THEREFORE, BE IT RESOLVED, that the City of Chino does hereby determine, find, resolve, and order as follows:
SECTION 1. Waiver of Fees: The City Council hereby finds that the waiver of permit fees, plan check fees, and inspection fees for the Placentia Court Sewer Line Project serves a valid public benefit insofar as such Project benefits not only the temple project but also existing homes on Placentia Court by enhancing sewer infrastructure in the area. As such, the City Council hereby approves a waiver of permit fees, plan check fees, and inspection fees for the Placentia Court Sewer Line Project located within the City's Sphere of Influence at 12594 Roswell Avenue.
SECTION 2. Effective Date: This resolution shall take effect immediately upon adoption.
