CALL TO ORDER
The July 29, 2025, Special meeting of the City Council / Successor Agency to the Redevelopment Agency was called to order at 6:01 pm by Mayor Eunice M. Ulloa in the Council Chambers.
ROLL CALL
PRESENT: Mayor Eunice M. Ulloa, Mayor Pro Tem Curtis Burton, Council Member Karen C.
Comstock, Council Member Christopher Flores, and Council Member Marc Lucio ABSENT: NONE.
FLAG SALUTE
Council Member Flores led the Pledge of Allegiance.
CLOSED SESSION PUBLIC COMMENTS
Andrew Coleman, Teamsters Local 1932 Professional, Technical and Clerical Unit representative, expressed appreciation to the City Council for their time and attention during the special meeting, noting the Teamsters had voted to reject the current offer, and read a brief statement, emphasizing that the cost of living adjustment was the sole issue preventing agreement.

City Attorney Fred Galante read into the record the item listed on the Closed Session agenda.

Council Member Comstock thanked Mr. Coleman for attending the meeting, suggested looking at a comprehensive compensation package, including salary and all benefits, and expressed she is hopeful that negotiations remain open with staff.
The City Council recessed to Closed Session at 6:06 p.m.
Council Member Lucio exited Closed Session early at 6:37 p.m.
The City Council concluded Closed Session at 7:08 p.m. The City Council reconvened the meeting at 7:09 p.m.
REPORT OUT OF CLOSED SESSION
City Attorney Fred Galante reported out of closed session as follows:
