A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO, CALIFORNIA, ADOPTING AMENDMENT NO. 2 TO THE MEMORANDUM OF UNDERSTANDING BETWEEN REPRESENTATIVES OF THE CITY OF CHINO, CALIFORNIA, AND THE CHINO POLICE PROFESSIONAL EMPLOYEES ASSOCIATION FOR THE PERIOD JULY 1, 2025 THROUGH JUNE 30, 2027 WHEREAS, Section 36506 of the California Government Code requires the City Council of the City of Chino to fix the compensation for all employees through a resolution or ordinance; and WHEREAS, the latest Memorandum of Understanding between representatives of the City of Chino, California, and the Chino Police Professional Employees Association covering the period of July 1, 2025 through June 30, 2027 (“CPPEA MOU 2025-27”) was approved and adopted by Resolution No. 2025-039; and WHEREAS, On November 4, 2025, Amendment No. 1 of the CPPEA MOU 2025-27 was approved and adopted by Resolution No. 2025-071 changing the implementation schedule of Article 12 on cost-of-living adjustment wage increases (“COLA”); and WHEREAS, it is the City and CPPEA’s desire to amend the implementation schedule for the 3% COLA in the first year of the CPPEA MOU 2025-27 to make it effective the beginning of the pay period that includes July 1, 2025; and WHEREAS, the labor representatives of the City and CPPEA have determined that changing the implementation schedule of Article 12 on cost of living wage adjustments in the CPPEA MOU 2025-27 would be in the best interests of the City and the parties for purposes of uniformity across bargaining units and commencing at the start of the successor CPPEA MOU 2025-27 and have met and conferred on this proposed modification and reached a tentative agreement which requires a formal amendment to the CPPEA MOU 2025-27, signed by the parties and ratified by CPPEA, and approved and adopted by resolution of the City Council before becoming effective; and WHEREAS, it is the desire of the City Council of the City of Chino to approve and adopt an amendment to the CPPEA MOU 2025-27 to memorialize and confirm the change in the implementation schedule of Article 12 on cost-of-living adjustment wage increase.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHINO, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct and are incorporated herein by this reference, with a true and correct copy of the previously adopted CPPEA MOU 2025-27 being attached hereto as Exhibit A and a true and correct copy of the previously adopted Amendment No. 1 to the Memorandum of Understanding between representatives of the City of Chino, California, and the Chino Police Professional Employees Association covering period of July 1, 2025 through June 30, 2027, attached hereto as Exhibit B.
SECTION 2. The City Council hereby approves and adopts Amendment No. 2 to the Memorandum of Understanding between representatives of the City of Chino, California, and the Chino Police Professional Employees Association covering the period of July 1, 2025 through June 30, 2027, which is attached hereto as Exhibit C.
SECTION 3. The City Clerk shall certify the adoption of this Resolution effective November 18, 2025.
